<br />RFP C- 2-0611 <br />EXHIBIT A <br /> <br />CENTERLINE LIGHT RAIL TRANSIT PROJECT <br />PROJECT MANAGEMENT CONSULTANT <br />SCOPE OF WORK <br /> <br />1.0 BACKGROUND <br /> <br />The Orange County Transportation Authority (AUTHORITY or OCTA) has selected the Locally <br />Preferred Alternative (LPA) for The Centerline Light Rail Transit (LRT) Project (PROJECT), and <br />is completing negotiations with the Preliminary Engineering (PE), and the Final Environmental <br />Impact StatementJEnvironmentallmpact Report (FEIS/EIR) Consultants. Through this Request <br />for Proposals (RFP), the AUTHORITY is requesting Project Management Consultant (PMC) <br />services (referred to herein as CONSULTANT) to assist with oversight of the development of <br />the Centerline LRT project during the Preliminary Engineering phase. PE work is anticipated to <br />develop the PROJECT design from conceptual engineering level to the 30% level of completion. <br />The selected LPA is comprised of both an elevated and surface running LRT that serves the <br />Cities of Santa Ana, Costa Mesa, and Irvine, CA. <br /> <br />The following is a preliminary schedule for PROJECT: <br /> <br />Receive Record of Decision from FT A <br />Submit Request to FTA to enter Final Design <br /> <br />Date <br />June,2002 <br />June,2002 <br />December, 2003 <br />January, 2004 <br /> <br />Milestone <br />Notice to Proceed (NTP) for PE Consulting Firm <br />NTP for FEIS/EIR Consultant <br /> <br />2.0 <br /> <br />OBJECTIVES <br /> <br />The objective of CONSULTANT's work efforts during the PE phase of the PROJECT are <br />summarized into the following key components: <br /> <br />. Provide key staff with experience in Federal Transit Administration (FTA) funded LRT <br />projects. <br /> <br />. Provide technical expertise and management capabilities for evaluating the schedule <br />driven PE work, performing Quality Assurance, and addressing technical issues as <br />they arise. <br /> <br />. Assist AUTHORITY in moving the PROJECT forward by coordinating and integrating <br />the input and resources of AUTHORITY, FTA, CONSULTANT, PE consulting firm, <br />participating Cities of Santa Ana, Costa Mesa, and Irvine, and other key PROJECT <br />stakeholders. <br /> <br />Provide AUTHORITY with the required staff, resources, and expertise to effectively <br />manage the PE phase of the PROJECT, in regards to cost, schedule, and budget <br />controls. <br /> <br />. <br /> <br />. <br /> <br />Assist in ensuring compliance with all Federai, State, and local laws, regulations, rules, <br />and mandates applicable to AUTHORITY and PROJECT. <br /> <br />Provide effective decision-making processes that ensure timely action on critical <br />PROJECT issues. <br /> <br />. <br /> <br />1 of 10 <br />
