<br />----- <br /> <br />RFP 2-0611 <br />EXHIBIT A <br /> <br />3.0 <br /> <br />SCOPE OF SERVICES <br /> <br />CONSULTANT will assist AUTHORITY in the management and oversight of the PE phase of <br />the PROJECT. The specific tasks and scope of work for CONSULTANT services are described <br />in the following sections. The CONSULTANT tasks and activities include, but are not limited to <br />the following: <br /> <br />. Perform work as extension of AUTHORITY staff for the management and administration <br />of PE phase of the PROJECT. <br /> <br />. Review of PROJECT data and Information. <br /> <br />. Assist AUTHORITY in implementing the Project Management Plan (PMP), which details <br />the PROJECT development from PE to Final Construction. <br /> <br />. Provide program cost, schedule, and document control. <br /> <br />. provide project progress reports and coordinate associated meetings. <br /> <br />. Ensure safety compliance. <br /> <br />. Implement a Partnering Program. <br /> <br />. Implement and manage the Value Engineering for the PE phase. <br /> <br />. Implement and manage the Constructability Review for the PE phase. <br /> <br />. Assist the in the utility coordination effort. <br /> <br />. Assist in management oversight of the flow of information between the PE consulting <br />firm, Outreach consultants, the FEIS/EIR consultant, the participating cities, and <br />AUTHORITY. <br /> <br />, , <br /> <br />. Provide support staff to each of the three participating cities, which are Santa Ana, Costa <br />Mesa, and Irvine for design oversight assistance, in-house LRT expertise, and other <br />services as defined in Task 2. The person(s) assigned to each city may be located at <br />each respective city's office, as directed by each city. <br /> <br />Task 1 Project Management <br />AUTHORITY will identify a Program Manager who will be the point of contact for communication <br />and coordination with CONSULTANT. At the AUTHORITY's request, CONSULTANT may <br />represent the AUTHORITY, and coordinate and communicate with the PE consulting firm, FTA, <br />the Cities, and others. Under the general direction of AUTHORITY's Program Manager, <br />CONSULTANT will coordinate and cooperate with the PE consulting firm, FT A, three <br />participating cities, other agencies, and other AUTHORITY consultants providing services for <br />the PROJECT. CONSULTANT will maintain an adequate staff of qualified personnel to perform <br />the work and to administer and assist in overseeing the execution of PE phase work. <br /> <br />COUNSUL T ANT will assist AUTHORITY in management, administration, and quality assurance <br />of the PROJECT during the PE phase of the PROJECT. This will consist of the management, <br />administration, and quality assurance activities and tasks described in this Scope of Work, <br /> <br />2 of 10 <br />
