<br />Attachment B - E <br /> <br />The Centerline Project Action Plan <br /> <br />. City Council contacts (as defined in conjunction with the city staff) <br />. Ongoing Local Government Involvement: Implement plan and <br />communicate with non-Centerline cities. <br /> <br />protocol to <br /> <br />2.4 Phase 4: Project implementation (January 2003 through September 2003): <br /> <br />Irvine. Santa Ana and Costa Mesa City Councils will be asked to reaffirm their support <br />for the route. elevation, technology and vehicles between Decernber 2002 and January <br />2003. The aCTA Board of Directors will take a similar action shortly thereafter. <br /> <br />Once there is policy agreement on the major aspects of the syst'em design, the public <br />involvement work will turn to refining various aspects to answer specifically "how. this <br />system will be integrated into the community. This will involve considerable public <br />discussion on a very localized basis on the exact mitigations, community enhancements, , <br />and operating parameters. <br /> <br />While much of this (i.e. precise operating hours, for example) may be better determined <br />later. the community and political leaders will want to know such things as: <br />. Precise location and amount of parking <br />. Station size, scale, color and aesthetic as'pects <br />. Security and graffiti prevention plans, etc: ' <br />. Noise/visual impacts and mitigation <br /> <br />Some level of policy and budget commitment on these items will be needed before City <br />Councils and aCTA Board members enthusiastically proceed to construction. To <br />achieve this, an in-depth round of facilitated design workshops will be conducted <br />through a partnership of the city and OCTA'staff. aCTA Board members and local city <br />leaders will be very visible to the community during this process. <br /> <br />These workshops would ask participants to focus on gaining consensus on what <br />. elements or 'features are, necessary to ensure that The Centerline integrates with and <br />,serves the local community. Topics will include specific public concerns about local <br />issues-Leo school access, aesthetics, scale of stations, parking, etc and other project <br />aspects. ' <br /> <br />By integrating these results with engineering work product, the aCTA Board can be <br />assured that the recommended elevation, route, and technology (i.e. the basis for the <br />detailed engineering) has widespread community support. <br /> <br />The last step will be to finalize the EIS/R, including a mitigation plan, and circulate it for <br />public review. Public review should commence in June 2003 and conclude by August 1, <br />2003, including City Council actions. The .OCTA Board could take final action .and <br />certify the EIR by September 15, 2003. aCTA will conduct at least one public hearing <br />on this document. <br /> <br />6 <br /> <br />. <br />
