<br />AGREEMENT 2-0149 <br />Exhibit A <br /> <br />Task 5 - Coordination with Resource/Permitting Agencies and Local <br />Jurisdictions <br /> <br />This task involves the coordination with resource/permitting agencies and local <br />jurisdictions. Several resource agencies (U.S. Fish and Wildlife Service, U.S. <br />Army Corps of Engineers, California Department of Fish and Game) have <br />regulatory jurisdiction over the nature, location, and magnitude of mitigation that <br />will be necessary for habitat losses in various drainage areas affected by The <br />Centerline Project. These details will need to be resolved before the PROJECT <br />can move forward, and it is likely that this resolution will not be achieved <br />completely until final design activities are in progress. <br /> <br />However, coordination with these agencies should be an on-going activity during <br />the environmental process associated with the LPA to identify any issues that' <br />may need to be resolved in later stages of project development. The concept <br />and general parameters governing this effort will need to be outlined in the <br />Record of Decision and the Final Mitigation Monitoring Program certified by the <br />FTA and The AUTHORITY. <br /> <br />Permits will also need to be obtained from the Regional Water Quality Control <br />Board and from the Cities of Santa Ana, Costa Mesa, and Irvine for construction <br />activities to be undertaken within those jurisdictions. <br /> <br />Although permit coordination is discussed in this scope of work, the obtaining of <br />permits is included as part of the scope, however, The AUTHORiTY will be <br />responsible for permit fees. <br /> <br />To carry out this coordination, the CONSULTANT will recommend a course of <br />action to meet and review issues and concerns with the affected agencies and <br />jurisdictions. In particular, the CONSULTANT will need to review with each of <br />the affected local jurisdictions along the LPA, measures that are being developed <br />and proposed to mitigate the potential impacts associated with construction and <br />operation of The Centerline Project. <br /> <br />This task will also include coordination with The AUTHORITY, FTA, and the <br />State Historic Preservation Officer. <br /> <br />This task is largely based on a cost-per-month budget and assumes an 18-month <br />project duration. <br /> <br />Deliverables: <br />. Plan outlining the process by which the selected CONSULTANT would <br />coordinate with affected agencies and jurisdictions, including target <br />agencies and contacts within 20 days from Notice to Proceed. <br /> <br />14 <br />
