CETA TITLE VI PROJECTS <br />SPECIAL PROGRAM <br />APPLICATION AUTHORIZED <br />CONTRACT AUTHORIZED <br />PROJECTS L~TO JUNE 20, <br /> <br />1977 <br /> <br />On the recommendation <br />of the Executive Director <br />of Community Services, <br />Manuel Rede, and on the <br />motion of Councilman <br /> <br /> Bricken, seconded by <br />Councilman Ward, and carried 6:1, with Councilman Brandt dis- <br />senting, the City Manager was authorized to submit application <br />for CETA Title VI project funds for fiscal year 1977-78; the <br />Mayor was authorized to execute a contract with the Orange <br />County Manpower Commission in the amount of $3,973,006 (project <br />titles and amounts to be submitted), and Staff was directed <br />to reevaluate the 46 requests for funding and place them within <br />the scope of the available money for reconsideration by Council <br />on June 20, 1977. <br /> <br />Prior to the motion, Mr. Rede stated that only 37 of the project <br />requests received could be funded at the level requested by the <br />applicants; that a number of the remaining 9 applications were <br />worth-while projects, worthy of consideration; that several <br />applications were just received and had not been sufficiently <br />evaluated. CA 131.11 <br /> <br />PRELIMINARY ANNUAL BUDGET City Manager Bruce <br />FISCAL YEAR 1977-78 Spragg announced that <br />PRESENTED the preliminary Annual <br /> Budget was available <br />and had been distributed to Council and to organizations and <br />groups requesting copies; that the first study session for <br />consideration of the Budget was set for 8:00 A.M. Saturday, <br />June 11, 1977 in Room 831, City Hall. CA 65B <br /> <br />SICK LEAVE & RETIREMENT BENEFITS Based on a report dated <br />MARSILLE DECISION April 6, 1977 prepared <br />MAYOR AUTHORIZED by Deputy City Attorney <br /> Gail Clifford Hutton, <br />outlining the impact to the City of the decision in the case <br />of Marsille et. al. v. City of Santa Ana, et. al., the Mayor <br />was authorized to write letters to local State Legislators urging <br />legislation amending Government Code Section 21025.2 to require <br />the payment of sick leave to disabled Public Employees Retire- <br />ment System (PERS) members only if local personnel rules govern- <br />ing the use of sick leave allow such a sick leave benefit at <br />retirement, on the motion of Councilman Ward, seconded by <br />Councilman Garthe, and carried 7:0 unanimously. CA 50.20 <br /> CA 57 <br /> <br />CONSULTING SERVICES AGREEMENT The selection of Envista, <br />ENVISTA, INC. Inc. to perform planning <br />SELECTION & NEGOTIATION APPROVED and environmental studies <br /> for the proposed Memory <br />Lane Overcrossing and alternate access routes to serve the <br />Fashion Square area was approved, and Staff was authorized to <br />negotiate an agreement for services, on the motion of Council- <br />man Brandt, seconded by Councilman Ward, and carried 4:3, with <br />Councilmen Yamamoto and Ortiz, and Mayor Evans dissenting. <br /> CA 29.10 <br /> <br />APPROPRIATION ADJUSTMENT #240 On the motion of Council- <br />YEAR END ADJUSTMENTS POLICE DEPT. man Bricken, seconded by <br />APPROVED Councilman Brandt, and <br /> carried 5:2, with Council- <br />men Ward and Ortiz dissenting, Appropriation Adjustment #240 <br />totaling $143,860 to adjust various accounts and activities <br />within the Police Department to balance for the fiscal year <br />1976-?? was approved.
