Harold Hunt, 1701 East McFadden, represented the Lyon Plaza <br />Merchants and stated that the other merchants had been unaware <br />of the plan to lease to a recreational facility; and that the <br />other merchants are opposed to the use at this location on the <br />basis of increased probability of vandalism and other crime, and <br />parking lot noise and congestion. <br /> <br />Also speaking in opposition to the Variance were: <br /> <br />Jack Luffee, 1701 East McFadden <br />Bradley Smith, 1409 East Edinger <br /> <br />Dale Menke, operator of the proposed recreational facility, stated <br />he was totally amazed and shocked, and could not understand the <br />opposition; that he has run facilities in Irvine for 1-1/2 years <br />and in Costa Mesa for 1 year with no particular problems; and that <br />the facility is designed for families, not just teenagers. <br /> <br />There being no further speakers, Mayor Evans closed the public <br />hearing. <br /> <br />The Negative Declaration was approved and filed, and the City <br />Attorney Was directed to prepare a resolution granting Appeal No. <br />338 and overruling the decision of the Planning Commission on the <br />motion of Councilman Brandt, seconded by Councilman Garthe, and <br />carried 4:3, with Councilmen Yamamoto, Ortiz and Bricken dissent- <br />ing. CA 13.3 <br /> <br />PUBLIC HEARING Mayor Evans announced that this <br />VACATION OF LOWE STREET (VAN NESS) was the time and place for the <br />RESOLUTION NO. 77-62 ADOPTED public hearing of the proposed <br /> vacation of a portion of the <br />west half of Lowe Street (Van Ness Avenue) between First and Third <br />Streets. <br /> <br />John Stevens, Director of Public Works, stated that at its May 16 <br />meetin~ Council adopted a Resolution of Intention to vacate the <br />subje~ street; %hat the vacation would alleviate traffic hazards, <br />focus traffic flow onto major arterial streets, and allow con- <br />solidatio~.of adjacent land areas into larger blocks which would <br />result'in~ncreased growth, development and efficient land <br />ut~li~ati~. <br /> <br />There~being no speakers to this matter, Mayor Evans closed the <br />public hearing. <br /> <br />On the motion of Councilman Brandt, seconded by Councilman Garthe <br />and carried 7:0 unanimously, the following resolution was adopted: <br /> <br />RESOLUTION NO. 77-62 - A RESOLUTION OF THE CITY COUNCIL <br />~OF THE CITY OF SANTA ANA VACATING A PORTION OF THE WEST <br />~HALF OF LOWE STREET (VAN NESS AVENUE) BETWEEN FIRST <br />AND THIRD STREETS IN THE CITY OF SANTA ANA, CALIFORNIA. <br /> CA 14 <br /> <br />PUBLIC HEARING Mayor Evans announced that <br />EIR - ADOPTED - SPECIFIC this was the time and place <br />PLAN F~-~ STREET ALIGNMENT for the public hearing of <br />ORDINANCE NS-1371 1ST READING Environmental Impact Report <br /> and Specific Plan for Street <br />Alignment No. 46 for Bear Street between MacArthur Boulevard and <br />Segerstrom Avenue. <br /> <br />Director of Public Works John Stevens stated that in July 1972 the <br />Council adopted a General Plan Amendment establishing the general <br /> <br />CITY COUNCIL MINUTES <br /> <br />197 JUNE 6, 1977 <br /> <br /> <br />
