that this is one of the last parcels which could attach itself <br />to the hospital; that he is not opposed to the senior citizens <br />project~ but that it is not the highest and best use for this <br />property. <br /> <br />Eugene B. Hoggatt~ Jr., Vice President of Parkcenter Corporation~ <br />stated that the site is ideally suited to the proposed senior <br />citizens use because of the proximity of all necessary facilities; <br />that other sites are being developed or are available for <br />hospital-related professional use; and he requested approval <br />of the variance. <br /> <br />Leroy Rose, 1440 South State College~ Anaheim, representing the <br />developer, stated that the proposed project is not subsidized; <br />that it is designed to. be self-supporting; that the location is <br />ideal because of the medical center and hospital; and that it <br />meets a need of the City and its citizens. <br /> <br />Gary P. Oelrich, President of Marlyn Development Corporation, <br />1717 South State College Boulevard, Anaheim, stated that he has <br />no conflict with either side; that senior citizens would be <br />supportive of the medical facilities; that senior citizens <br />projects are difficult to locate because of constraints and <br />requirements for transportation, amenities within reasonable <br />walking distance; that there is no zoning for this type of <br />facility, which must necessarily be subject to a variance. <br /> <br />There being no further speakers, and no written communications, <br />the Vice Mayor closed the public hearing. <br /> <br />On the motion of Councilman Yamamoto, seconded by Councilman <br />Bricken, and carried 5:1, with Councilman Brandt dissenting, <br />Variance Application 77-14 was referred back to the Planning <br />Commission for rehearing and recommendation. <br /> <br />A prior motion made by Councilman Brandt and seconded by Council- <br />man Ward to approve and file the Negative Declaration and <br />instruct the City Attorney to prepare a resolution to deny <br />Appeal No. 377 and affirm the decision of the Planning Commis- <br />sion failed on a 2:4 vote, with Councilmen Garthe, Ortiz, <br />Yamamoto, and Bricken dissenting. <br /> <br />An earlier motion by Councilman Yamamoto to refer the matter back <br />to the Planning Commission was not seconded. CA 15.3 <br /> <br />Mayor Evans returned to the meeting at 10:37 P.M. and resumed the <br />chair. <br /> <br />PUBLIC HEARING Mayor Evans announced that <br />APPEAL NO. 378 - VA 77-19 this was the time and place <br />1701 E. MC FADDEN AVE. for the public hearing of <br />APPEAL GRANTED Negative Declaration and <br /> Appeal No. 378 of the <br />Planning Commission approval of Variance Application 77-19 to <br />allow an indoor recreational facility (family electronic amuse- <br />ment machine arcade) at 1701 East McFadden Avenue, Unit H, in <br />the C5 District. <br /> <br />Senior Planner William Daugherty stated that the subject property <br />is located at the northeast corner of Lyon and McFadden in a <br />2.73 acre shopping center; that the proposed recreational facility <br />would occupy 15,000 square feet in Unit H; that a restriction placed <br />on the facility by the Planning Commission would require closing <br />no later than 10 P.M. and midnight on Friday and Saturday and <br />that a person at least 21 years of age would be present on the <br />premises at all times; that the approval of the Planning Commis- <br />sion was a 5:0 vote on May 9, 1977. <br /> <br />CITY COUNCIL MINUTES 196 JUNE 6, 1977 <br /> <br /> <br />
