<br />.' <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />~ <br /> <br />. <br /> <br />circulation plan, and acquisition and development of <br />adequate open space and park facilities. <br /> <br />The City's primary effort is to create, in harmony with <br />private developers, a regional shopping center that will <br />stop the egress of major retail stores out of the City, <br />including portions of the City located in both the original <br />Project Area and the proposed amended Project Area. <br /> <br />The City's secondary effort is to improve major north-south <br />access such as Broadway, Main and Bush to allow a direct <br />and easily accessible connection between the regional <br />center and the downtonw core. <br /> <br />Further, this amendment will spur the development of the <br />surrounding area and generate a renewed interest in Santa <br />Ana by developers and major tenants. <br /> <br />proposed public site improvements will include street and <br />utility improvements, installation of any needed water, <br />sewer, and storm drain facilities, implementation of a <br />vehicular and pedestrian circulation plan, acquisition and <br />development of adequate open space and park facilities <br />and development of off-street parking facilities. <br /> <br />The Agency may acquire property in the area to carry out the <br />intent of this amendment: however, it is anticipated that <br />the majority of land acquisition and assemblage will be <br />accomplished by the private market. <br /> <br />Displacement of residents as well as businesses may be neces- ' <br />sary. However, maximum opportunity to return to the same <br />neighborhoods will be provided. Relocation assistance for <br />residential displacement and businesses will be provided <br />and relocation grants and moving expenses will be made. <br /> <br />This amendment, whether or not it results in the development <br />of a major shopping center, will be of tremendous importance <br />to the economic life of Santa Ana. It will strengthen the <br />central core area (the original project area) by revitalizing <br />the economy of the entire amended project area and by providing <br />the public facilities and improvements necessary for such <br />revitalizing. It will directly relate to the social and <br />economic well being of each of the citizens of Santa Ana. <br />Relevant tangible factors of this proposed amended project <br />include: <br /> <br />A. <br /> <br />Real Estate Tax Revenue <br /> <br />A prime contribution to a community's real property tax <br />base is derived from the increased economic value of <br /> <br />5. <br />
