The Plan reflects the <br />physical form of the area, and the social and economic <br />. forces which affect the pattern of residential develop- <br />ment. The Plan establishes principles which will en- <br />courage better neighborhood design and construction of <br />large scale planned residential development. <br /> <br />C. <br /> <br />The purpose of the proposed amendment is to provide <br />sufficient land area within the amended Project Area <br />of appropriate types of commercial development property <br />located and served by good access to meet the shopping, <br />commercial and professional needs of the entire Project <br />Area as amended. <br /> <br />D. <br /> <br />The General Plan provides for the required commUnity <br />facilities to serve the area within the amended Project <br />Area, City and region. <br /> <br />E. <br /> <br />The General Plan proposes an adequate traffic circulation <br />system in and around the amended Project Area to provide <br />for the efficient and safe movement of people and goods. <br />The General Plan establishes width and improvement <br />standards to be followed in the development of circula- <br />tion facilities. <br /> <br />V. Impact of the Project upon Residents and upon the surroundin~ <br />Area <br /> <br />The City's primary effort is one to improve, renew and return <br />to prominence the central commercial core area of the City <br />to the stature it once held. <br /> <br />. <br /> <br />The need for the City to make a substantial investment <br />through redevelopment efforts cannot be overemphasized, as <br />this could very well be the catalyst which would precipitate <br />private investment in the Project Area. Proposed project <br />site improvements of this nature include street and utility <br />improvements, installation of needed water, sewer and storm <br />drain facilities, implementation of a vehicular and pedestrian <br /> <br />4. <br />
