Mr. Pilnik stated that in his process of reviewing the com- <br />panies, the proposals are evaluated first and track records examined, only <br />after the field has been narrowed to the top two or three leading contenders. <br />He opined that a comprehensive franchise agreement is the key to good service <br />and performance. <br /> <br />Discussion was held regarding the public hearing scheduled for March 10, at <br />which time the cable companies and public would be afforded the opportunity <br />to provide their inputs.
