<br />Attachment B <br /> <br />Contract Approval- Integrated Law & Justice Project <br />January 11, 2005 <br />Page 3 <br /> <br />A list of criteria was developed by Deloitte to assist the evaluation committee in <br />comparing and analyzing each of the demonstrations. The evaluation committee <br />observed each of the demonstrations and then ranked the various vendors according to <br />the criteria. After compiling the rankings from each team member, it was determined <br />that the Knowledge Computing Company with their Coplink solution achieved a higher <br />. score in 9 out of the 11 categories and a significantly higher total score than any of the <br />other vendors. The Coplink solution was clearly the preference of the evaluation <br />committee members following the demonstrations. <br /> <br />Of the five finalists, Knowledge Computing Company also submitted the lowest bid at <br />$1.6 million for both Phase 1 and Phase 2 of the RFP. The order of bids for both <br />phases is as follows: <br /> <br />1. Knowledge Computing - $1,606,053 <br />2. Avenade - $3,656,347 <br />3. Sierra Systems - $4,219,563 <br />4. SRA - $4,279,057 <br />5. Oracle - $5,121,431 <br /> <br />Following the demonstrations, the analysis of the ran kings and review of the pricing, the <br />evaluation team identified Knowledge Computing Company as the preferred vendor. <br />Members of the evaluation team and our Deloitte Consultant initiated reference contacts <br />and site visits. Several agencies using the Coplink product were contacted and all <br />responded favorably to questions about Knowledge Computing and the Coplink <br />software. Eight members of the evaluation team also participated in site visits to the <br />Phoenix Police Department, Tucson Police Department, and the Knowledge Computing <br />Company's corporate' offices in Tucson, Arizona. At each site, members of the <br />evaluation team were impressed with the data sharing capabilities and the analysis <br />portion of the software. Following the site visits, there was a unanimous <br />recommendation on the part of the team members to enter into contract negotiations <br />with Knowledge Computing on behalf of the Orange County Integrated Law and Justice <br />Steering Committee. <br /> <br />The funding for the Phase. 1 portion of the contract will come from the Santa <br />Ana/Anaheim UASI grant funds. This grant provides 100% of the funds necessary for <br />Phase 1 of the project and requires no local matching funds. Phase 2 of the project will <br />also be funded with 2004 UASI Grant funds, even if a grant extension is required to <br />allow use of those resources, assuming the contract cannot be concluded before the <br />November 30, 2005, expiration of the grant. If the extension is not granted (which is not <br />likely), funding will be allocated from the next round of approximately $20 million of <br />UASI Grants just announced and scheduled to be released to Santa Ana and Anaheim <br />in 2005 or, alternately, from the COPS Technology grants identified in the beginning of <br />this report. <br />
