<br />ARTICLE IV <br /> <br />4.0 SALARIES <br /> <br />4.1 Basic Compensation Plan. There is hereby established a <br />basic compensation plan for all members of the Santa Ana <br />Police Officers Association who are now employed or will in <br />the future be employed in any of the designated <br />classifications of employment listed in this Agreement and <br />its attachments. <br /> <br />4.2 Salary Schedule. The basic salary schedule, attached hereto <br />in a matrix format as Exhibit A, and made a part hereof as <br />though set forth in full herein, provides numerous salary <br />rate ranges, each comprised of five (5) steps or rates of <br />pay. <br /> <br />The respective rate ranges are identified by a three (3) <br />digit number. The steps within each range are identified by <br />the letters "A" through "E" inclusive, with the "A" step <br />being the lowest step in the range. The purpose of each step <br />and the length of service required for advancement to the <br />next higher step within a particular salary rate range are <br />set forth in Section 4.7 below. <br /> <br />4.3 Salary Adjustments. <br /> <br />A. The base salaries of employees covered by this <br />Agreement shall be adjusted as follows: <br /> <br />Effective July 1, 2004 through June 30, 2005 and July <br />1, 2005 through June 30, 2006, respectively, there <br />shall be no salary increases for employees covered by <br />this Agreement. If, however, any other City bargaining <br />unit receives an across-the-board salary increase <br />during the fiscal years defined above, employees <br />covered by this Agreement shall receive the highest <br />amount provided to any City bargaining unit. <br /> <br />Effective July 1, 2006, the base salary of employees <br />covered by this Agreement shall be increased by the <br />greater of the following amounts: 1) that percentage <br />increase necessary, rounded to the nearest half-percent <br />(.5%), not to exceed nine (9) salary rate ranges <br />(approximately 4.5%), to ensure that the top step level <br />base salary of a Santa Ana Police Officer is higher <br />than the top step base salary for the position of <br />police officer in any other municipal police department <br />in Orange County or the position of deputy sheriff in <br />the Orange County Sheriff's Department, on that date; <br />or 2) that percentage increase in an across-the-board <br />salary adjustment provided to any other City bargaining <br />unit during fiscal year 2006-07. <br /> <br />10 <br />
