RFP 05-051 2.12 Statutes and Rules: The terms and conditions of the RFP, the resulting services, and furnishing of commodities based on the RFP shall conform to the statutes, rules and regulations of the Federal Government, State of California, City of Santa Ana and the Santa Ana Police Department. 2.13 Instructions to Proposers: Proposer shall submit one (1) original and two (2) copies of their proposal. All primary proposals shall be submitted in one, three ring binder. Information not specific to the performance of this agreement should be omitted. Within the sealed proposal the Proposer shall submit, under separate, sealed cover, information regarding cost and expenses. Only those Proposers able to meet the operational requirements will have their cost proposal opened and considered. Proposals shall clearly indicate the legal name, address and telephone number of the Proposer. Proposals shall be signed above the typed or printed name and title of the signatory. The signatory shall have the authority to bind the Proposer to the submitted proposal. Proposers are to submit, as part of their proposal, any changes or modifications to the terms and conditions they may wish the City to consider. Proposers are encouraged to offer any other options, with the understanding that their proposal shall first address the RFP requirements. Options are to be identified as such. The data submitted shall be presented in the same order as this RFP. A table of contents shall be included indicating page numbers, attachments and appendices. All proposals shall be typewritten. All supporting documentation shall be pertinent and clearly identified as to the section of the RFP to which it specifically refers. All proposals shall contain all information requested in this RFP, plus the following items: 1. Proposer shall submit a declaration of their ability to perform the services requested and meet the qualifications, terms and conditions outlined.
