<br />.' <br /> <br />:ATTACHMENT 1 <br />STATEMENT OF WORK FOR <br />AIR PRODUCTS & CHEMICALS, INC. <br />"FIVE CITIES" PROJECT HYDROGEN FUELING STATIONS <br /> <br />The implementation of zero-emission vehicles (ZEV s) is a key component in the effort to <br />achieve air quality attainment in the South Coast Air Basin. Fuel Cell Vehicle (FCV) technology <br />is emerging at an accelerated pace and may playa crucial role in this effort. The AQMD has <br />allocated a total of $3.38 million towards funding the "Five Cities" projects for the installation <br />and operation of a network of five hydrogen fueling stations throughout the Basin to support the <br />operation ofFCVs and electric hybrid internal combustion engine vehicles converted to use <br />hydrogen as the fuel that will begin arrive in the Basin before the end of2005. ' <br /> <br />CONTRACTOR has submitted a proposed project for the construction, and installation of <br />hydrogen fueling stations in (A) Santa Monica, (B) Riverside, (C) Burbank, (D) Santa Ana, and <br />(E) Ontario. CONTRACTOR proposes that these will be either stationary fueling sites supplied <br />by an integral PEM electrolyzer system (A, B, and C) or a self-contained transportable fueling <br />unit that can be refilled off-site as needed (D and E) by CONTRACTOR. CONTRACTOR <br />proposes thi'\t these stations will provide public accessibility for fleets and other hydrogen vehicle <br />users that have met CONTRACTOR's and the individual cities' prequalification requirements. <br /> <br />As part of the bid proposal the CONTRACTOR has agreed to be responsible for equipment <br />selection, design, construction and installation; commissioning; and maintenance; and data <br />analysis. CONTRACTOR will also work with the individual cities in the permitting; site <br />development and operation of each site. CONTRACTOR has agreed to as part of its proposal to <br />do the following tasks: <br /> <br />Task 1 - Equipment Design and Selection <br /> <br />1.1) CONTRACTOR shall evaluate equipment and cycle options and finalize design based on <br />cost effectiveness and efficiency, including storage, compression and dispensing <br />equipment AQMD Program Manager will review final equipment design and <br />specifications. <br /> <br />1.2) CONTRACTOR shall size equipment based on anticipated demand using as much <br />standardized equipment as possible. <br /> <br />1.3) CONTRACTOR shall include equipment for storage, compression, and dispensing. <br /> <br />1.4) CONTRACTOR shall complete operating and hazard reviews and assemble the <br />appropriate engineering drawings and documentation for the city approvals. <br /> <br />Task 2 - Site Development and Permitting <br /> <br />2,1) CONTRACTOR shall obtain approval for the project design; prepare project execution <br />plan and request input from permitting authority. <br /> <br />, <br /> <br />, <br />E:\tech_adv\Conlracts Foldcr\Infrastructure Contracls\Air Products & Chemicals H2 Stations Five Cities SQW&PS.doc <br />
