<br />Attachment B <br /> <br />Scope of Work <br />For Memorandum of Understanding (MOUl for <br />Homeland Security Surveillance Cameras <br /> <br />1.1 PURPOSE: <br /> <br />The purpose of this agreement is to provide funding for the installation of a digital <br />security video detection and surveillance system at the following freeway structures <br />in Orange County: <br /> <br />1. 1-5@ SR91, <br />2. SR-57 @ Tonner Canyon, and <br />3. SR-91 @ Gypsum Canyon. <br /> <br />The system will detect unattended vehicles, wrong movements, abandoned <br />baggage, or suspicious objects near or under freeway structures and send an <br />alarm to Caltrans, District 12 Traffic Management Center (TMC). <br /> <br />1.2 BACKGROUND: <br /> <br />The Orange County freeway system is one of the largest freeway systems in <br />California. It is known for innovative and safe transportation. It utilizes live video <br />feeds from numerous camera locations to monitor traffic conditions. The mission of <br />California Department of Transportation (Caltrans) is to enhance safety and relieve <br />traffic congestion for travelers on local freeways. <br /> <br />Caltrans District 12 operates more than 141 closed-circuit televisions (CCTVs) on <br />Orange County freeways. There are currently no CCTVs monitoring the three <br />freeway structures listed above. The function of the existing CCTVs is to manage <br />traffic flow during major incidents. <br /> <br />1.3 SCOPE OF WORK: <br /> <br />The project will be procured using traditional Intelligent Transportation System <br />(ITS) process. As such, it places unique demands on the prospective system <br />integrator. Tasks include detailed design of the overall system, equipment, and <br />camera locations. In order to properly prepare a bid, it will be necessary to <br />estimate a specific design solution, which corresponds to the requirements of the <br />functional specifications specified in the contract. <br /> <br />Following installation, an extensive series of integration, testing, and operator <br />training shall be conducted in order to ensure proper system operation. Training <br />to make operators fully capable of utilizing all features shall be provided. A <br />warranty for three (3) years on all equipment, workmanship, and other furnished <br />items shall be included. This warranty shall extend manufacturer's warranties <br />where they are less than the three-year requirement. <br />
