<br />INTRODUCTION <br /> <br />The Santa Ana Workforce Investment Board (WIB)/Oversight and Data Connnittee and <br />the Local Workforce Investment Area (LWIA) are issuing this Request for Proposals <br />(RFP) for an entity to conduct a Retum on Investment (ROI) Study for Program Year 03- <br />04 on its Santa Ana Workforce Investment System. The WIB currently funds a <br />comprehensive one-stop center (Santa Ana WORK Center) located at 1000 E. Santa <br />Ana Blvd., #200 and 220, Santa Ana, CA 92701. The one-stop is funded primarily by <br />Workforce Investment Act and Wagner-Peyser Act funds although other partners also <br />contribute to its operation. <br /> <br />The WIB would like a two-part study conducted to determine the ROI generated by this <br />system for the "universal access" customers (those customers who never become enrolled <br />in the Workforce Investment Act [WIA] programs) who used the one-stop at least one <br />time during PY03-04 to look for employment and used one or more of the various <br />services available at the WORK Center for universal access customers. These are the <br />bulk of the customers who actually yisit the WORK Center however results from their <br />usage has never been captured nor measured yet WIA funds are expended to provide a <br />variety of job search services from which these customers may pick and choose as they <br />please to fit their individual needs. This study will be a follow-up to the one done <br />previously which looked at customers who were enrolled in WIA activities during PY02- <br />03. The first ROI study can be viewed at www.santaanawib.com . <br /> <br />An amount of up to $10,000 has been earmarked for this study. It is anticipated that a <br />higher education agency may want to take on this study as a class proj ect in order to keep <br />the cost down, however this procurement is open to all interested parties. The ROI studv <br />is to consist of two parts: 1) a survev and analvsis of the users of the one-stop's universal <br />access services to measure effectiveness and 2) the ROI analvsis. A spreadsheet, of <br />contact information on the customers of the one-stop, will be provided by the WORK <br />Center for the contractor to develop their sample from for this study. The WORK Center <br />plans on providing employment and wage information on those selected for the sample <br />but ifthis data is unavailable or only partially available, the contractor will need to utilize <br />data gained from the sample during the survey process. A copy of the form (Client <br />Information) filled out by universal access customers is attached for informational <br />purposes. Additional meetings, interviews, etc. that may be deemed necessary by the <br />selected contractor will be arranged as needed. <br /> <br />The ROI studv is to be completed bv December 30. 2005 if possible. The WIB has <br />authorized its Oversight and Data Committee to conduct this procurement and select a <br />contractor in order to avoid any unnecessary delays in implementing the work. This <br />project may not be subcontracted out to another entity once awarded however that does <br />not preclude two different departments of the same or different agencies from developing <br />a proposal together.
