<br />PART II - EXHIBIT A <br /> <br />ANALYZING THE CURRENT DOWNTOWN BUSINESS IMPROVEMENT DISTRICT <br />AND MAKING WRITTEN RECOMMENDATIONS FOR CHANGES, IF ANY <br /> <br />Marco Li Mandri and New City America staff have formed more merchant based <br />BIDs in Southern California in the last 10 years than any other professional firm. <br />New City America staff formed 5 of the 17 merchant based districts in San Diego <br />and both of the merchant based districts in the City of Oakland. <br /> <br />In addition, in the late 1990's New City America administered seven distinct <br />districts in San Diego, learning all aspects ofthe issues related to different classes of <br />merchants. <br /> <br />New City America staff will work with the Community Development Agency staff, <br />the various groups of BID stakeholders and review the existing ordinance, the <br />annual revenue flow and relationship between the assessments and benefits and <br />make recommendations to the Agency on the viability of the existing district. <br /> <br />The time line and tasks related to this review are as follows: <br /> <br />Task Estimated Time Estimated <br /> Line Maximum Costs <br />Meet with Agency Staff on the strengths and December - $ 6,000.00 <br />weaknesses of the existing BID. Review January <br />existiug ordinance, revenue generation and <br />annual budget <br />Meet with various stakeholder groups and January - $ 6,000.00 <br />determine the level of support and popularity February <br />of the existing district. Study history of the <br />district, assessment methodology, competing <br />opinions on district management, bonndaries, <br />land uses and determine potential changes to <br />make current district more responsive to <br />various stakeholder needs <br />Write report on findings of existing BID, make February $ 3,000.00 <br />recommendations for action to the Community <br />Development Agency and City Manager. <br />Report to Citv Council if requested. <br />Total Estimated maximum costs for review of $15,000.00 <br />existing BID <br /> <br />3 <br />
