PART III - EXHIBIT A HOURLY RATES FOR NEW CITY AMERICA, INC. PERSONNEL - NOVEMBER 2005 The hourly rates listed below are provided is based upon the assumption that this is a time and materials contract, with deliverables expected at various stages of the process. Hourly rates are subject to annual adjustment on June 2006. NEW CITY AMERICA PERSONNEL HOURLY RATE ESTIMATED TIME PER AND SUB-CONTRACTORS . MONTH OR PROJECT Marco Li Mandri, President, $ 200.00 per hour 60 -70 hours Proiect Manal!er Shirley Zawadzki, $ 80.00 per hour 2 - 5 hours Assistant Project Manal!er Monica Montes, Database $ 50.00 per hour 5 -10 hours Mappinl!: and Survey Work Chris Gomez, Design and $ 50.00 per hour 2 - 4 hours Research Rosie De Luca $ 50.00 per hour 4 - 6 hours Staff administrative support CONDITIONS: o This is a time and materials contract with anticipated work product milestones. New City America, Inc. is an independent, private corporation established in the state of California, which specializes in business community assessment district formation, consulting and administration and will bear all payroll and personnel related costs; o Billings will be submitted on the 31st of each month. Payments shall be due upon receipt. Billings shall be based upon delineated professional services provided, and reimbursement of direct expenses, (postage, copies, layout, production, property database subscription services and administrative); o The terms and conditions of this contract shall be honored for 90 days commencing on the date of the cover letter. Each party shall retain the right to withdraw from the contract based upon unsatisfactory performance. Termination of the contract must be formalized through a written notification 30 days prior separation. o Checks are to be made payable to New City America, Inc. and shall be mailed to: New City America, Inc., 2130 Columbia Street, San Diego, CA 92101. 4
