<br />Our tool box is similarly robust, and covers the full range of techniques from which appropriate methods
<br />can be selected to address the client's specific needs, and the problem to be solved. ORION
<br />methodologists are fully versed in the wide range of quantitative and qualitative approaches to research
<br />and problem solving. Among the research tools ORION has used over the past several years are modus
<br />operandi analysis, systems analysis, group dynamics analysis, link analysis, Visual Investigative
<br />Analysis, threat analysis, time and motion studies, historical research, decision analysis, behavior
<br />analysis, personality assessment, statistical and stochastic analyses, and proprietary software
<br />development. These tools have been used to generate real-time threat assessments under crisis and time-
<br />critical conditions, and have been applied to difficult problems in the fields of counterterrorism, threat
<br />assessment, risk assessment, counterintelligence and counterespionage, low-intensity conflict, special
<br />operations planning, counternarcotics, psychological operations, corporate competitor intelligence,
<br />corporate risk analysis, and law enforcement intelligence, planning, and investigations.

<br />ORION's law enforcement systems engineers have designed case management and intelligence
<br />processing systems to support large scale criminal investigations and prosecutions. These provide for the
<br />storage, retrieval, and automatic distribution of investigative documents, crime reports, crime scene
<br />analyses, intelligence files, evidence collections, reports, criminal history analyses, and legal opinions; as
<br />well as images, graphics, analytic (Link and VIA) diagrams, and video and sound recordings. The
<br />systems also support intelligence fusion through real-time access to national and criminal databases such
<br />as NCIC, NLETS, CLETS, and cns, as well as classified government data streams, commercial
<br />databases (LEXISINEXIS, Internet archives) and newswires (Associated Press, United Press
<br />International, Reuters).

<br />Among the intelligence systems we have developed and are currently in use, are TaskForce@
<br />Investigations and GangNet"'. Both are fully integrated intelligence information management systems
<br />that provide interactive, real time support to law enforcement and intelligence analysis, investigations,
<br />and operations. Integrated computer software modules assist investigators and analysts to rapidly
<br />assimilate, correlate, and analyze large amounts of fragmented investigative data, within and across cases
<br />to support criminal intelligence and organized crime investigations; gang profiling, interdiction, and
<br />intervention; counter-narcotics activities; and fraud investigations. The systems provide for the
<br />automated indexing of text, graphics, images (still photo and video), sound, and reporting. Investigations
<br />is currently operational at several U.S. State, and local government agencies around the United States.
<br />GangNet is the most successful street-gang tracking system available to law enforcement today, and is
<br />becoming a national standard. Both systems are engineered for operation using W orld- Wide-Web and
<br />IntraNet technologies. H.A.T.E is a Hate Crime tracking application developed for California
<br />Department of Justice to track hate crimes within the state. HiTech Crime is an intelligence collection
<br />application developed for CA DOJ for the investigative process of technology related crimes.

<br />ORION is currenly under contract wi CA DOJ to develop a Juvenile Court and Probation Statistic
<br />System (JCPSS) for CA DOJ. We are also under contract with New York Police Department to deliver
<br />their Taskforce Investigations application with custom modifications for the Intelligence Gathering
<br />Service and for the development of a telephone toll analysis application integrated into Investigations for
<br />NYPD's Technical Assistance Response Unit (TARU).
