Confirm work program with City of Santa Ana staff, and fmalize scope of work for additional <br />traffic engineering support. Obtain a current set of improvement plans prepared for the <br />Fairview Street Widening project. <br />2. Obtain existing 2002 peak period traffic count data for key study intersections and 24-hour <br />machine counts for key roadway segments from the City of Santa Ana. <br />Data Collection and Research <br />3. Visit the project study area to update our current inventory of existing conditions at the study <br />intersections and roadway segments evaluated as part of the Traffic Impact Analysis for the <br />Fairview Street Widening. <br />4. Re -inventory existing site access characteristics for existing non-residential development <br />whose parking may be impacted by the widening of Fairview Street. <br />Traffic Impact Analysis <br />5. Utilizing existing 2002 traffic count data and prior traffic projections, forecast Year 2025 <br />traffic volume conditions at the key study intersections and roadway segments for use in the <br />preparation of detailed intersections capacity evaluations, queuing capacity calculations, and <br />roadway link analyses. Confirm with the City of Santa Ana the methodology by which Year <br />2025 traffic conditions will be projected. <br />6. Prepare AM and PM peak hour Level of Service (LOS) calculations at the key study <br />intersections for existing conditions, as well as future conditions. The LOS calculations for <br />key signalized intersections will be based on the Intersection Capacity Utilization (ICU) <br />methodology; unsignalized study intersections will be evaluated using the Highway Capacity <br />Manual (HCM) methodology. For intersections under the jurisdiction of Caltrans, the HCM <br />methodology for signalized intersections will be used to calculate the existing and future <br />LOS. <br />7. Confirm adequacy of prior improvements recommended as part of the Traffic Impact Analysis <br />for the Fairview Street Widening, dated October 30, 2001. If necessary, identify additional <br />intersection improvements to accommodate Year 2025 traffic conditions. <br />8. Revise all text, tabular, and graphic materials of the Traffic Impact Analysis for the Fairview <br />Street Widening, dated October 30, 2001 and submit updated copies to the Planning Center. <br />
