SECTION 3.0 ENVIRONMENTAL IMPACT ANALYSIS The following is an environmental analysis on the proposed First Street Medical Building based on the City of Santa Ana's CEQA Environmental Checklist Form. The analysis incorporates by reference the analysis and findings in the City of Santa Ana Updated General Plan Land Use Element FEIR and the City of Santa Ana Master Environmental Assessment. Additionally, a traffic analysis has been prepared for the proposed project and has been incorporated into the environmental analysis. For each environmental issue, the analysis identifies the level of impact that is anticipated to occur. Where applicable, mitigation measures have been identified to reduce potentially significant impacts to a level considered less than significant. I. AESTHETICS A. Have a substantial adverse effect on a scenic vista? B. Damage scenic resources, including but not limited to trees, rock outpourings and historic buildings within a State highway? No Impact The project site is situated within an urban setting and is surrounded by developed land uses. According to the City's General Plan there are no scenic vistas or scenic resources within the immediate vicinity of the project site. Additionally, there is no State Highway with scenic resources within the vicinity of the project site. Therefore, implementation of the proposed project would not result in adverse impacts to any scenic vista or scenic resources along a State Highway. C. Substantially degrade the existing visual character or quality of the site and it's surrounding? Less Than Significant Impact The City of Santa Ana has an adopted Urban Design Element that establishes policies, programs and design elements to enhance the aesthetic environment of the City. Development projects proposed in the City are reviewed for consistency with the Urban Design Element. The design elements that are relevant to the project site includes; Paths, and Districts. 4 32,818
