ENCLOSURE 2 <br />QUALIFICATIONS, EXPERIENCE, AND REFERENCES <br />2.1 QUALIFICATIONS <br />Sapphos Environmental, Inc. is a small business enterprise that was established in 1992 to provide <br />responsive, high -quality environmental planning and compliance and resource management services <br />to meet the unique needs of public sector clients. Sapphos Environmental, Inc. provides these services <br />by maintaining a staff consisting of an experienced management team, project managers, selected <br />technical specialists, and high -caliber support staff. <br />Sapphos Environmental, Inc. has worked with hundreds of clients to develop and enhance <br />communities and related infrastructure throughout California. Services provided by Sapphos <br />Environmental, Inc. include: <br />• National Environmental Policy Act (NEPA) and California Environmental Quality Act <br />(CEQA) documentation <br />• General, Specific, and Redevelopment Plans <br />• Geographic information system (GIS) databases and spatial analysis <br />• Strategic resource and biological resource management and habitat restoration <br />• Section 404 and 1600 Permits <br />• Water quality certifications <br />• Hazardous materials assessments <br />• Phase I, II, and III archaeological studies <br />• Historic resources surveys, National Register and California Register nominations, and <br />Section 106 compliance <br />• Historic American Buildings Survey/Historic American Engineering Record <br />(NABS/HAER) documentation <br />• Secretary of the Interior's Standards for the Treatment of Historic Properties <br />consultations <br />In the past 13 years, Sapphos Environmental, Inc. has devoted an increasing amount oftimeto projects <br />involvingcultural resources, both historicand prehistoric. Current and recent endeavors have involved <br />the identification, documentation, and evaluation of diverse properties, both in support of CEQA <br />compliance and as stand-alone studies; and have encompassed projects at the Hollywood Bowl, El <br />Pueblo de Los Angeles Historic District, the Rancho Los Amigos National Rehabilitation Center in <br />Downey, and Vasquez Rocks. In addition, Sapphos Environmental, Inc. has acontractwith the County <br />of Los Angeles Chief Administrative Office to provide consultation regarding the application of the <br />Secretary of the Interior's Standards for the Treatment of Historic Properties to the architectural and <br />engineering teams assembled to rehabilitate buildings at El Pueblo and Rancho Los Amigos. <br />Sapphos Environmental, Inc. has selected Ms. Leslie Heumann, cultural resources manager, to manage <br />the historic resources consulting services project for the City of Santa Ana. Ms. Heumann is an <br />architectural historian with extensive experience in the identification and evaluation of historic <br />resources under local, state, and national criteria of significance. She has prepared numerous historic <br />resources surveys, ranging in scope from single properties to entire cities, working for and with local <br />municipalities, government agencies, state offices of historic preservation, and local interest groups. <br />Ms. Heumann has expertise in Section 106 of the National Historic Preservation Act, and has authored <br />several nominations to the National Register of Historic Places.
