<br />Huntington Beach City: <br /> <br />Problem Statement: <br /> <br />The Huntington Beach Police Department is located among residential neighborhoods and retail <br />stores. The department's jail is situated in close proximity to a residential area, thus making <br />inmate security exceptionally important. The Huntington Beach Police Department operates a <br />Type 1 jail unit. The jail unit is located on the lower level of the police department in a separate <br />wing, which is attached to the police station by way of a secure passage. The jail houses all pre- <br />sentenced and pre-arraignment detainees with criminal charges ranging from misdemeanors to <br />violent felonies. The unit also houses "under the influence" detainees for both Huntington Beach <br />Police Department and other contract agencies. <br /> <br />The jail unit has inside and outside reinforced walls and several interior cells. Some of the cells <br />have solid doors and others have barred doors. Due to the configuration of the j ail cells, radio <br />communications is sporadic and severely limited. <br /> <br />The limited radio communication highly increases the hazards for the detainees and jail <br />personnel. The j ail averages one violent confrontation per month, and requests for emergency <br />assistance for other detainee related issues occur approximately ten times per month. The <br />limited radio communications cause a delay in requests for assistance and, in many cases, require <br />the jail personnel to resolve situations alone or force them to seek assistance on foot. On the <br />average, the radio fails to transmit 8-9 times per month and in some areas of the jail, the radio <br />does not receive or transmit at all. These radio failures place the jail personnel in danger and/or <br />reduce the amount of assistance they can provide to the detainees. For these reasons, an <br />emergency jail alert system is necessary for the safety of the detainees and police personnel. <br /> <br />Goal: <br /> <br />To improve the safety of jail personnel and detainees within the jail, and improve the overall <br />efficiency ofthe jail. <br /> <br />Obiectives: <br /> <br />The goals will be accomplished by utilizing JAG funding to conduct the following: <br /> <br />. Improve the response time of jail personnel to an incident <br />. Improve the communication capabilities throughout the jail to enhance response time <br />· Purchase and install an emergency alert system to improve communication capabilities in <br />the jail <br /> <br />Ouantifiable Performance Measures: <br /> <br />· Anticipated decrease in the number of failed radio transmits as compared with existing <br />statistics <br /> <br />2005-DJ-BX-1623 <br /> <br />Page 9 of22 <br />
