Briefing Training Presentations <br /> <br />Fundinl!: <br /> <br />PROACT allocation: $15,427.20 <br />Administration fee: $192.84 <br />City allocation: $22,947.96 <br /> <br />Garden Grove City: <br /> <br />Problem Statement: <br /> <br />The Garden Grove Police Department has one of the lowest number of officers per capita of any <br />city its size in California. This problem will only worsen as the City's population continues to <br />increase. Unfortunately, the current financial condition in Garden Grove prohibits the <br />Department from hiring additional personnel. The Department must develop alternative <br />solutions to increase officer time in the field without hiring additional Personnel to fulfill its ever <br />increasing demand for officers. <br /> <br />Goal: <br /> <br />To create operational efficiencies in Patrol that would generate the equivalent productive hours <br />of four additional Police Officers. <br /> <br />Obiectives: <br /> <br />The goal will be accomplished by contracting out to a private vendor the activity of booking, <br />fingerprinting, and transporting arrestees. This will enable officers to expedite their time spent at <br />the station with a prisoner, and allow for a quick return into the field. <br /> <br />Ouantifiable Performance Measures: <br /> <br />The hours saved will be calculated by multiplying the number of arrestees processed in the jail, <br />and multiplying that by the average time saved by officers not having to process and transport <br />the prisoner themselves. <br /> <br />Fundinl!: <br /> <br />PROACT allocation: $34,304.40 <br />Administration fee: $428.81 <br />City allocation: $51,027.79 <br /> <br />2005-DJ-BX-1623 <br /> <br />Page 8 of 22 <br />
