Attachment B <br />Info Link Orange County — Orange County's 2 -1 -1 Calling System <br />Description of Cost Requests <br />Consultants — <br />Disaster Preparedness Plan and Call Center Protocols Documents— A consultant will <br />be hired to conduct a full evaluation of our telecommunication needs, our computer network <br />needs and emergency protocols. <br />After thorough assessment of our current capacity; software and hardware expansion needs for <br />various types and degrees of disasters will be incorporated by the consultant into a written <br />disaster plan as well as personnel protocols. Various types of disasters relate to fire, tsunami, <br />earthquake as well as acts of terrorism. Degrees of a disaster pertain to a neighborhood being <br />impacted, to a city or region of our county being impacted to a countywide disaster as well as <br />some attention to responsiveness related to mutual aid agreements with other surrounding <br />county's. Additionally the protocols and plan will address issues pertaining to remote service <br />delivery in event our current facility is not operational. <br />Having a tangible plan and internal protocols as a Standard Operating Guide for emergencies is <br />critical for a 2 -1 -1 Call Center based on our role as a public information and referral source <br />during small and large scale disasters. Ensuring we are prepared to expand our service equipment <br />and personnel in the event of large scale emergency that would evoke a high call volume into our <br />center is important to the entire countywide response system because of our role as public <br />information versus emergency responder. Plus our role is one of long term recovery which is <br />often an overlooked aspect of disaster response efforts. <br />Preferably Orange Door Consulting will be utilized due to our current working relationship and <br />their knowledge of our service delivery, our other technology experts and their experience with <br />developing materials of this nature. <br />"Static" Disaster Database — WebInform a product of Strategic Organizational <br />Architecture (SOA, is an industry specialized software developer for 2 -1 -1 Call Centers. This <br />consultant because of their development role for the existing product will be contracted with <br />preferably to develop this specialized database feature that will allow authorized WebInform <br />users to access disaster related resources more easily. Our existing database is comprehensive in <br />nature and has numerous health and human resources that would not be relevant during a disaster. <br />For ease of access and narrowing referrals to disaster resources this segmented database would be <br />vital in a disaster situation. Because of the sophisticated way resources can be coded this will <br />allow staff to touch each record of service and code in ways that allow easy searching for specific <br />disaster types, again types of disasters vary and in some cases types of referrals differ for a fire, a <br />tsunami or an earthquake. <br />The developer fees are for the development of the database feature that will allow easy view and <br />search as a disaster database. Also due to the nature of our call center and preparedness for a <br />disaster impacting Internet access to our typical database, this database will also be loaded on <br />local servers as well as remote servers that can be accessed as a saved static data source in the <br />event the intemet is not accessible. Monthly updates of this database will be uploaded for up to <br />date information access. <br />
