Orangewood Avenue <br />Orange, California <br />s2ass <br />Subject: Initial Study /Mitigated Negative Declaration for Crazy Horse Square <br />Project <br />Dear Mr. Apple: <br />At your request, Kimley-Horn has prepared the attached queuing analysis for the SR-55 <br />southbound off-ramp at Grand Avenue, to determine whether or not the vehicle storage <br />distance on the off-ramp will be adequate to handle :future peak hour demand with the <br />Crazy Horse project traffic. This analysis responds to comment #2 in the comment <br />letter from the Deparhnent of Transportation, District 12, dated May 18, 2006. <br />The SR-55 southbound off-ramp at Grand Avenue is approximately 975 feet in length, <br />with approximately 375 feet of a two-lane section, and the remaining 600 feet in a <br />single lane, for a total of approximately 1,350 feet of vehicle storage. Assuming 25 <br />feet per vehicle, the ramp would accommodate a queue of 54 vehicles before the queue <br />backs up onto the mainline. <br />The analysis evaluated future morning and evening peak hour operating conditions for <br />Opening Year With Project conditions using the Highway Capacity Software (HCS). <br />The results are summarized on Table A. Analysis worksheets are attached. <br />Both the average peak hour queue and the 95`~ percentile back of queue are reported. <br />The 95~' percentile back of queue means that the queue will be less than the reported <br />queue 95% of the time.
