<br />(14) All metal surfaces shall be primed and painted in a color determined by <br />the City <br />b) Display Components <br />(1) Electrical display components shall be 100% solid-state <br />(2) The presence of ambient radio signals and magnetic or electromagnetic <br />interference, including those from power lines, transformers, and motors, <br />shall not impair performance of the display system. The display system <br />shall not radiate electromagnetic signals that adversely affect any other <br />electronic device <br />c) Display Capability <br />(1) The display shall contain a full LED matrix equaling a minimum of 128 <br />pixel rows high by 160 pixel columns wide. The LED display shall <br />present messages that are continuous, uniform, and unbroken in <br />appearance <br />(2) The LED display shall be capable of displaying alphanumeric character <br />fonts measuring a minimum of 6 inches tall <br />(3) The display shall display messages composed of any combination of <br />alphanumeric text, punctuation symbols, graphic images, and pre-created <br />video files <br />(4) Displays shall be legible under the following conditions: <br />(a) 24 hours per day and in most normally encountered weather <br />conditions <br />(b) During dawn and dusk hours when sunlight is shining directly on <br />the display face or when the sun is directly behind (silhouetting) <br />the display <br />(c) When powered on, the display will present the following <br />information at a minimum on the display face: <br />as) Product name <br />bb) Size of pixel matrix <br />cc) Firmware revision <br />dd) Communication port configuration information <br />ee) Frequency of the AC power line <br />ff) Hardware address of the controller <br />gg) Software address of the controller <br />hh) Name of the sign <br />ii) Indicate if a modem is present in the display <br /> <br />7. Football/Soccer Message Display Controller Requirements <br />a) The controller shall be able to run independently from the controlling <br />computer allowing the display to operate even when computer is unhooked or <br />turned off <br />b) All signal inputs shall be protected by transient protection or optical isolation <br />(in exception to RS232) <br />c) Communication protocol shall support other products from the vendor such as <br />other outdoor or indoor displays of varying sizes and/or colors <br />d) Shall be able to be operated via serial, modem, fiber or Ethernet <br />communication <br />e) Each controller shall be connected to a light sensor allowing each LED display <br />to automatically adjust a minimum of 64 levels of brightness according to <br />display direction and lighting conditions <br />11 <br />
