<br />I. GENERAL <br /> <br />1. PROPOSAL SUBMISSIONS <br />Proposals must be submitted to the Administrative Services Division in a sealed envelope <br />showing on the outside, the name of the bidder, RFP NO. 06-091 - PRCSA, and the proposal <br />due date and time. All proposals must be signed by an authorized representative of the vendor. <br /> <br />2. PROPOSAL WITHDRAWAL <br />Proposals may be withdrawn by written request received before the hour set for the opening. <br />After that time, the vendor may not withdraw proposals for a period of ninety (90) days from <br />the date of the opening. <br /> <br />3. LATE PROPOSALS <br />It is the responsibility of the vendor to ensure that any proposal submitted shall have sufficient <br />time to be received by the Administrative Services Division prior to the proposal due date and <br />time. The Parks, Recreation and Community Services Agency shall not be responsible for <br />proposals lost or delayed in the mail. Late proposals will be returned to the vendor <br />unopened. <br /> <br />4. REOUIRED DOCUMENTS <br />Vendor shall submit the following completed documents with their proposal: <br />. Detailed proposal of services in accordance with the specifications detailed in Section m. <br />Proposal should take into consideration the evaluation criteria included in Section IV and <br />should not exceed 20 pages. <br />. Conceptual design or artist rendering of scoreboard <br />. Conceptual design or artist rendering of marquee <br />. Advertising proposal <br />. Signed proposal form (Section V); <br />. Completed vendor's references sheet (Section VI); <br />. A resume or summary detailing vendor's qualifications and accomplishments; <br />. Completed Proposal Summary and Deviations from Specifications (Section VII); <br />. Any other information the vendor may choose to submit; <br />. Attachment A is for reference only, but will be required after the contract is awarded to the <br />successful vendor. <br /> <br />Vendor must submit one original proposal and eight photocopies. <br /> <br />5. RIGHTS RESERVED <br />The right is reserved by the City of Santa Ana to reject any or all proposals or to waive any <br />informality or technical defect in a proposal. <br /> <br />6. AGREEMENT <br />The successful vendor will be selected to enter into negotiations with the City for an agreement <br />with the City of Santa Ana in accordance with the winning proposal. It is anticipated that the <br />agreement will be for a five-year period, with the option of extending the agreement for four <br />additional one-year terms. <br /> <br />3 <br />
