This <br />project would not have a less than significant impact to Level <br />of Service. <br />C. Result in a change in air traffic patterns, including <br />either an increase in traffic levels or a change in <br />location that results in substantial safety risks? <br />No Impact <br />The project area is not within the John Wayne Airport's Planning <br />Area, and does not include any proposed helipads/heliports. No <br />impact will result. <br />D. Substantially increase hazards to a design feature <br />E. Result in inadequate emergency access <br />Less than significant with mitigation measures incorporated <br />The Public Works Agency has expressed concerns regarding access <br />to the site due to the width of the alley and the inadequate <br />site distance when egressing the parking garage. A traffic <br />consultant completed an access study which concluded that <br />maneuverability into the parking area proposed by the project <br />will be satisfactory provided the drivers use caution to avoid <br />collisions with adjacent buildings and vehicles in the alley. <br />Residents will, overtime, become adept at maneuvering from alley <br />to parking area. A mirror will be installed to allow those <br />emerging from the parking area to see any oncoming traffic. Any <br />easements required for this mitigation will be obtained. <br />Emergency access will not be inadequate since there is access to <br />the building is proposed from both the front of the structure. <br />F. Result in inadequate parking capacity <br />G. Conflict with adopted policies supporting alternative <br />transportation <br />No Impact <br />The project includes underground parking with a parking lift to <br />allow for eight parking spaces at one per bedroom of the <br />proposed housing project thereby meeting the requirements for <br />the City's multi-family residential parking ordinance.
