Approval of the proposed amendment to the Municipal Code to <br />establish a zoning ordinance for a Specific District would not <br />result in adverse impacts to any scenic vista, or scenic <br />resource. The project area is not located within a Scenic <br />Corridor as identified in the Santa Ana General Plan. <br />Additionally, the subject site is not located near a State <br />Highway. <br />C. Substantially degrade the existing visual character or <br />quality of the site and its surroundings? <br />Less than significant <br />Approval of the proposed amendment to the Municipal Code to <br />establish a zoning ordinance for a Specific District would not <br />degrade the visual character of the City, in that the proposed <br />project would establish development standards to minimize <br />potential visual impacts associated with the project such as <br />using non-reflective glass and traditional building materials on <br />the exterior, as well as the protection of the historic ghost <br />sign. Additionally, the architectural style will be designed to <br />complement the Downtown National Register District. It will not <br />create a "faux historic" appearance. The architectural style <br />will be differentiated, but compatible in terms of exterior <br />materials, features, size, scale and proportion to the historic <br />district as a whole in order to protect the integrity of the <br />environment thereby meeting the Secretary of the Interior's <br />Standard Number Nine. Standard Number Nine states: <br />"New additions, exterior alterations, or related new construction will <br />not destroy historic materials, features, and spatial relationships <br />that characterize the property. The new work shall be differentiated <br />from the old and will be compatible with the historic materials, <br />features, size, scale and proportion, and massing to protect the <br />integrity of the property and its environment." <br />The proposed new structure will be designed to provide a <br />beneficial visual quality to the Downtown area. The essence of <br />this Downtown National Register District is one of eclectic <br />architecture over various periods of development, ranging from <br />the turn of the eighteenth century to present. This project is <br />in keeping with the eclectic and unique nature of the character <br />defining features of the district. <br />Further, the project will include a courtyard area that will <br />possess multiple amenities such as seating, landscape, public <br />art, and a water feature. These amenities will add, rather than <br />detract from, the visual character and aesthetics of the <br />8Q~~~4 <br />
