Developing, implementing, and reviewing Area Maritime Security Plans for ports, <br />waterways, and coastal areas. <br />. Updating and refining threat matrices. <br />. Acquiring systems allowing connectivity to Federal data networks, such as National <br />Crime Information Center (NCIC) and Integrated Automated Fingerprint Identification <br />System (IAFIS), as appropriate. <br />. Designing and developing State and local geospatial data systems. <br />. Costs associated with the implementation and adoption ofNIMS. <br />. Developing related terrorism prevention activities including: <br />o Planning for enhancing security during heightened alerts, terrorist incidents, <br />and/or mitigation and recovery. <br />o Public information/education: printed and electronic materials, public service <br />announcements, seminars/town hall meetings, web postings. <br />o Citizen Corps volunteer programs and other activities to strengthen citizen <br />participation. <br />o Evaluating CIP security equipment and/or personnel requirements to protect and <br />secure sites. <br /> <br />C.2. Or!!anization <br /> <br />States and Urban Areas may use FY 2006 LETPP funds to support select organization activities. <br />States and Urban Areas must justify proposed expenditures ofLETPP funds to support <br />organization activities within their Investment Justification submission using historical data and <br />other analysis to substantiate their proposals. No more than 25 vercent of the gross amount of <br />the allocation for this program may be used for operational expenses and overtime costs for the <br />three operational activities noted below. <br /> <br />1. Operational overtime costs associated with increased security measures at critical <br />infrastructure sites during DHS-declared periods of heightened alert. <br /> <br />LETPP: Up to 25 percent ofFY 2006 LETPP funds may be used for costs incurred <br />during Code Orange. Costs associated with border protection activities only are also <br />eligible at Code Yellow, provided that those activities are conducted in accordance with <br />previous guidance issued in Information Bulletin #135 and outlined below. These <br />activities must be coordinated with CBP. <br /> <br />In support of these efforts for enhanced capabilities of detecting, deterring, disrupting, and <br />preventing acts of terrorism, costs eligible for reimbursement under this policy are identical <br />to those deemed allowable under previous Code Orange alerts. Therefore, subject to the <br />conditions stated above, States and local governments may use FY 2006 LETPP funds to <br />support select operational expenses associated with increased security measures at critical <br />infrastructure sites in the following authorized categories: <br /> <br />.
