<br />FY 2006 HOMELAND SECURITY GRANT PROGRAM - DECEMBER 2, 2005 <br /> <br />VIII. LAW ENFORCEMENT TERRORISM PREVENTION PROGRAM <br /> <br />A. Program Overview <br /> <br />LETPP specifically focuses upon the prevention of terrorist <br />attacks and provides law enforcement and public safety <br />communities working with their private partners' funds to <br />support the following activities: intelligence gathering and <br />information sharing through enhancing/establishing fusion <br />centers; hardening high value targets; planning strategically; <br />continuing to build interoperable communications; and <br />collaborating with non-law enforcement partners, other <br />government agencies and the private sector. LETPP funds <br />should be focused on enhancing the Target Capabilities unique <br />to terrorism. <br /> <br />Tar!!et Capabilities <br /> <br />. Planning <br />. Communications <br />. Information Gathering and <br />Recognition of Indicators & <br />Warnings <br />. Law Enforcement Investigation <br />and Operations <br />. Intelligence Analysis and <br />Production <br />. CBRNE Detection <br />. Intelligence/Information Sharing <br />& Dissemination <br />. Critical Infrastructure Protection <br /> <br />The SAA must coordinate the implementation of this program <br />with the State's Lead Law Enforcement Agency (LLEA). <br />When identifying administrative and planning needs, each grantee should assess current staffing <br />levels and determine whether a portion of the FY 2006 LETPP funds should be used to enhance <br />administrative capabilities within the LLEA. <br /> <br />B. LETPP and the National Preparedness Goal <br /> <br />LETPP centers on prevention efforts, one of the four core homeland security mission areas. <br />Prevention efforts are critical to effective State and local implementation of the Goal. Funds <br />awarded under this program directly support several of the Target Capabilities in the Goal. <br />These include Information Gathering and Recognition ofIndicators & Warnings, Law <br />Enforcement Investigation and Operations, Intelligence Analysis and Production, CBRNE <br />Detection, Intelligence/Information Sharing & Dissemination, and Critical Infrastructure <br />Protection. <br /> <br />C. Authorized Program Expenditures <br /> <br />FY 2006 LETPP funding is expended based on the State Homeland Security Strategies. Please <br />refer to Appendix D for additional information on authorized and unauthorized LETPP <br />expenditures. <br /> <br />C.t. Planninl! <br /> <br />LETPP funds may be used for a range onaw enforcement terrorism prevention planning <br />activities, including the following: <br /> <br />· Developing and planning for information/intelligence sharing groups. <br />· Conducting point vulnerability analyses and assessments. <br />.
