<br />FY 2006 HOMELAND SECURITY GRANT PROGRAM - DECEMBER 2, 2005 <br /> <br />States and Urban Areas were to show in their updated homeland security strategy how they plan <br />to achieve interoperability on a regional, State, or multi-State level, in support of their efforts to <br />establish integrated regional operational systems. <br /> <br />In addition, all Urban Areas and select other metropolitan areas are required as part of the FY <br />2005 HSGP to develop and validate a Tactical Interoperable Communications Plan (TICP). The <br />goal of the plan is to enable local public safety agencies to communicate as they prevent or <br />respond to a CBRNE terrorist attack. The TICP leverages other Federal, State, and local <br />interoperability efforts whenever possible to enhance the overall capacity for agencies and <br />individuals to communicate with one another. These plans are due to G&T no later than May I, <br />2006. Jurisdictions then have one year in which to validate the plan through an exercise. <br /> <br />More information on implementing interoperable communications can be found from the Office <br />for Interoperability and Compatibility (OIC) SAFECOM at htto://www.safccomorogram.gov/ <br />SAFECOM/grant/dcfault.htm. Appendix K provides additional information on public safety <br />communications and interoperability. <br /> <br />Benchmarks for implementation of this National Priority include: <br /> <br />· States and Urban Areas receiving FY 2006 HSGP funding must respond to the <br />Interoperability Baseline Study survey instrument that will be disseminated in February <br />2006. <br />. Application of the Interoperability Continuum in implementation of ongoing <br />interoperable communications initiatives in accordance with State and Urban Area <br />Homeland Security Strategies. <br />· Development and validation of Tactical Interoperable Communications Plans (TICP) to <br />enable rapid on-scene, incident-based mission critical voice communications among all <br />emergency responder (e.g., EMS, fire and law enforcement) agencies and in support of <br />NIMS. The TICP requirement in the FY 2005 HSGP is based on the RapidCom <br />initiative. These plans are due to G&T no later than May 1,2006. Jurisdictions have one <br />year from date of submission in which to validate the plan through an exercise. New <br />Urban Areas receiving FY 2006 UASI program funds must meet the TICP development <br />and validation requirement. The objective end-state is to enable on-scene, incident-based <br />mission critical voice communications in the 77 multi-jurisdictional areas subject to this <br />FY 2005 HSGP requirement. <br />. By the end of 2007, each State must develop and adopt a Statewide communications <br />interoperability plan. <br /> <br />C.6. Strene:then Chemical. Bioloe:ical. Resuonse. and Decontamination Cauabilities <br /> <br />This priority seeks to leverage efforts to develop robust capabilities to detect, neutralize, contain, <br />dismantle, and dispose of CBRNE materials, and decontaminate exposed personnel and property. <br />These efforts were heavily emphasized in previous years' G&T grant program guidance.
