Grant <br />Programs and Guidance <br /> <br />Investment <br />Justification <br /> <br />All States and Urban Areas were required to align existing preparedness strategies within the <br />National Priorities by October 31,2005. As part of the FY 2006 DHS grant process, States and <br />Urban Areas are required to assess their preparedness needs by reviewing their existing programs <br />and capabilities and use those findings to develop a plan and formal Investment Justification <br />outlining major Statewide, sub-State, or inter-State initiatives for which they will seek funding. <br /> <br />These Statewide, sub-State, or inter-State initiatives should focus efforts on how to build and <br />sustain programs and capabilities within and across State boundaries, while aligning with the <br />Goal and National Priorities. Capabilities should be strategically located to maximize the return <br />on preparedness investments, and all available funding sources (Federal, State, local, and private) <br />should contribute to building and sustaining these capabilities. <br /> <br />Moving forward, DHS will continue to work closely with Federal, State, local, Tribal, private <br />sector, and non-governmental subject matter experts to further refine the capabilities and <br />associated targets in the TCL, and to build capabilities in the right place at the right level to <br />minimize the impact of major events on lives, property, and the economy based on risk and need. <br /> <br />The FY 2006 HSGP guidance provides assistance to States and Urban Areas in applying for and <br />leveraging Federal preparedness assistance from DHS, HHS, and other Federal agencies to <br />enhance national preparedness by closing capability gaps and maintaining existing levels of <br />capability. The FY 2006 HSGP is one of the primary sources of assistance for implementing the <br />Goal and achieving and sustaining risk-based target levels of capability to prevent, protect <br />against, respond to, and recover from major events in order to minimize the impact on lives, <br />property, and the economy. <br /> <br />PREPAREDNESS DIRECTORATE'S OFFICE OF GRANTS AND TRAINING <br /> <br />14 <br /> <br /> <br /> <br />
