<br />FY 2006 HOMELAND SECURITY GRANT PROGRAM ~ DECEMBER 2, 2005 <br /> <br />AARlIPs, which must conform to the HSEEP format, should capture objective data pertaining to <br />exercise conduct and must be developed based on information gathered through Exercise <br />Evaluation Guides (EEGs) found in HSEEP Volume IV. These EEGs will allow evaluators to <br />assess responder performance within the Universal Task List, which collectively achieves the <br />capabilities of the Target Capabilities List. Based on the observations and assessed criteria <br />denoted in the EEGs, the AARlIP will include recommendations, action items for improvement, <br />identifY educational opportunities for involved disciplines, assigned due dates and <br />responsibilities, and an overall assessment of the exercise. The EEGs and AARlIP are currently <br />being updated to reflect the TCLIUTL. These revisions should be finalized by 1st quarter 2006. <br />In the interim of these revisions, the current HSEEP EEGs and AARlIP template should be <br />utilized. <br /> <br />AARlIPs must be provided to G&T within 60 days following completion of each exercise (see <br />HSEEP Volume IV for sample AARlIP template). Currently, these AARlIPs can be submitted <br />through the G&T Secure Portal. However, G&T is working with other agencies to develop an <br />online AARlIP reporting system. <br /> <br />In order to leverage assessments to ensure the gathering of objective exercise-based data, States <br />are encouraged to form Cadres of Evaluators. These Cadres should be comprised of peers in the <br />areas being evaluated, and would be available to evaluate exercises occurring throughout the <br />State. <br /> <br />Self-Sustaining Exercise Programs <br />States are expected to develop a self-sustaining State Homeland Security Exercise and <br />Evaluation Program. This may include, for example: hiring dedicated exercise program staff, <br />awareness seminars on HSEEP, attending exercise training courses, and maintaining a system to <br />track the completion and submission of AARlIPs from exercises (including costs associated with <br />meeting with local units of government to define procedures). <br /> <br />Training on the use and implementation ofHSEEP is being offered to States and Territories, and <br />includes independent study and mobile course curriculum on the creating of a Multi-year <br />Training and Exercise Plan, as well as the planning, conduct, and evaluation of exercises. <br /> <br />Citizen Participation in Exercises <br />Citizen participation in exercises is encouraged, to include backfilling non-professional tasks for <br />first responders deployed on exercise, administrative and logistical assistance with exercise <br />implementation, and providing simulated victims, press, and members of the public. Citizen <br />participation in exercises should be coordinated with local Citizen Corps Council(s). <br /> <br />Allowable Exercise Costs <br />Allowable exercise-related costs include: <br /> <br />. Funds Used to Design, Develop, Conduct and Evaluate an Exercise - Includes costs <br />related to planning, meeting space and other meeting costs, facilitation costs, materials <br />and supplies, travel, and documentation. <br />. Hiring of Full or Part-Time Staff or Contractors/Consultants - Full or part-time staff <br />may be hired to support exercise-related activities.
