<br />FY 2006 HOMELAND SECURITY GRANT PROGRAM -. DECEMBER 2, 2005 <br /> <br />Written approval must be provided by G&T prior to the use of any HSGP funds for construction <br />or renovation. <br /> <br />National Environmental Policy Act (NEPA) <br />NEP A requires G&T to analyze the possible environmental impacts of each construction project. <br />The purpose of a NEP A review is to weigh the impact of major Federal actions or actions <br />undertaken using Federal funds on adjacent communities, water supplies, historical buildings, <br />endangered species, or culturally sensitive areas prior to construction. Grantees wishing to use <br />G&T funding for construction projects must complete and submit a NEP A Compliance <br />Checklist. Details about this process (including the checklist) can be found by contacting the <br />respective G&T Preparedness Officer. Additionally, grantees may be required to provide <br />additional detailed information on the activities to be conducted, locations, sites, possible <br />construction activities, possible alternatives, and any environmental concerns that may exist. <br />Results of the NEP A Compliance Review could result in a project not being approved for G&T <br />funding or the need for G&T to perform an Environmental Assessment (EA) or draft an <br />Environmental Impact Statement (EIS). <br /> <br />E. Unallowable Costs Guidance <br /> <br />Several costs are strictly prohibited under FY 2006 HSGP. Grantees should contact their G&T <br />Preparedness Officer for guidance and clarification. <br /> <br />E.!. Hirin!! of Public Safety Personnel <br /> <br />FY 2006 HSGP funds may not be used to support the hiring of sworn public safety officers for <br />the purposes of fulfilling traditional public safety duties or to supplant traditional public safety <br />positions and responsibilities. See also Appendix D for allowable hiring expenditures. <br /> <br />E.2. Construction and Renovation <br /> <br />Construction and renovation is generally prohibited, except as noted above under Construction <br />and Renovation Guidance in this Section. Such construction and renovation shall be strictly <br />limited and allowable when it is a necessary component of a security system at critical <br />infrastructure facilities. <br /> <br />F. Office of Grants and Training Resources and Support <br /> <br />To assist grantees with program activities, G&T has several support mechanisms available to <br />grantees. <br /> <br />F.!. Centralized Schedulin!! and Information Desk (CSID) Help Line <br /> <br />CSID is a comprehensive coordination, management, information, and scheduling tool <br />developed by G&T for homeland security terrorism preparedness activities.
