<br />FY 2006 HOMELAND SECUR(TY GRANT PROGRAM - DECEMBER 2, 2005 <br /> <br />In addition, local jurisdiction sub grantees may retain and use up to 3 percent of their subaward <br />from the State for local M&A purposes. States may pass through a portion of the State M&A <br />allocation to local subgrantees in order to supplement the 3 percent M&A allocation allowed on <br />subgrants. However, no more than 5 percent of the total subaward may be expended by <br />subgrantees on M&A costs. <br /> <br />0.8. Construction and Renovation <br /> <br />Use ofHSGP funds for construction and renovation is generally prohibited except as outlined <br />below. Such construction and renovation shall be strictly limited and allowable only when it is a <br />necessary component of a security system at critical infrastructure facilities. <br /> <br />· CCP and MMRS funds may not be used for any type of construction or renovation. <br />· Project construction and renovation not exceeding $1,000,000 is allowable, as deemed <br />necessary by the Executive Director, G&T, under SHSP, UASI, and LETPP. These <br />program funds may be used for construction and renovation projects only when those <br />projects specifically address enhanced security at critical infrastructure facilities. The <br />following actions and improvements are considered to constitute construction or <br />renovation, and must follow the approval process outlined below. <br />o Construction and/or renovation to guard facilities. <br />o Any other construction or renovation efforts that change or expand the footprint <br />of a facility or structure, including security enhancements to improve perimeter <br />security . <br />· The following actions and improvements are allowable as non-construction activities <br />under specific HSGP program guidance and must comply with National Environmental <br />Policy Act (NEP A) and other relevant provisions. <br />o Improved lighting. <br />o Fencing. <br />o Closed-circuit television (CCTV) systems. <br />o Motion detection systems. <br />o Barriers, doors, gates and related security enhancements. <br />· In addition, the erection of communications towers that are included in ajurisdiction's <br />interoperable communications plan is allowed, subject to all applicable laws, regulations, <br />and licensing provisions. <br /> <br />Construction Approval Process for SHSP, UASI, and LETPP <br />In order for grantees to drawdown funds for construction and renovation costs under SHSP, <br />UASI, and LETPP, grantees must provide to G&T: <br /> <br />. A description of the asset or facility, asset location, whether the infrastructure is publicly <br />or privately owned, and the construction or renovation project. <br />. Certification that a facility vulnerability assessment has been conducted for the facility. <br />. An outline addressing how the construction or renovation project will address the <br />identified vulnerabilities from the assessment. <br />.
