<br />FY 2006 HOMELAND SECURITY GRANT PROGRAM - DECEMBER 2, 2005 <br /> <br />III. ELIGIBLE APPLICANTS AND FUNDING AVAILABILITY <br /> <br />A. Allocating FY 2006 HSGP Funding Based on Risk and Need <br /> <br />The threats confronting the Nation respect neither jurisdictional nor geographic boundaries. <br />Resources must be allocated and applied in an effective and efficient manner to generate the <br />highest return on investment. Following this direction, G&T is adopting a common risk- and <br />needs-based approach to allocating funding for several programs within HSGP in order to <br />strengthen national preparedness. This approach will help ensure that capabilities are built and <br />sustained to prevent, protect against, respond to, and recover from terrorist attacks, major <br />disasters, and other emergencies, while achieving the greatest return on our national investment <br />in homeland security by addressing the greatest risks and needs. <br /> <br />Understanding risk and need, and applying resources effectively to manage them, is critical to <br />national preparedness. Applying the principles of unified command and adopting a systems- <br />based approach to preparedness will enable the development and maintenance of capabilities and <br />programs that will achieve more success in combination with a shared commitment than through <br />individual, disparate efforts. In short, these efforts will help the Nation realize the vision of the <br />Goal. <br /> <br />FY 2006 marks the first grant cycle in which the Interim National Preparedness Goal and the <br />National Priorities it establishes are in place. In keeping with the risk-based focus of the Goal <br />and the President's proposed FY 2006 budget, G&T is adopting a risk- and needs-based <br />approach to allocating funding for three programs within the FY 2006 HSGP: SHSP, LETPP, <br />and UASI. <br /> <br />DHS has elected to provide a base allocation to States under SHSP and LETPP. The remainder <br />of those funds will be allocated based on risk and need. Under UASI, all funding will be <br />allocated based on risk and need. MMRS and CCP will be allocated on a formula basis identical <br />to FY 2005. <br /> <br />A.I. Risk and Need <br /> <br />Risk <br />Risk will be determined at the Federal level using a risk formula developed by G&T in <br />conjunction with other DHS and Federal entities. The FY 2005 risk analysis used to determine <br />UASI allocations represented the first time DHS grant formulation addressed consequence, <br />vulnerability, and threat. The FY 2006 risk formula builds upon this effort, incorporating <br />suggested improvements and lessons learned. For FY 2006, risk is defined as the product of <br />three principal variables: <br /> <br />. The consequences of a specified attack to a particular asset. <br />.
