<br />FY 2006 HOMELAND SECURITY GRANT PROGRAM - DECEMBER 2, 2005 <br /> <br />VI. STATE HOMELAND SECURITY PROGRAM <br /> <br />A. Program Overview <br /> <br />SHSP is a core homeland security assistance program that <br />provides funds to build capabilities at the State and local <br />levels through planning, equipment, training, and exercise <br />activities and to implement the goals and objectives <br />included in Homeland Security Strategies. SHSP funding <br />also supports the four mission areas of homeland <br />security-prevent, protect, respond, and recover-and <br />addresses all of the National Priorities and the 37 Target <br />Capabilities, as they relate to terrorism. <br /> <br />FY 2006 SHSP funding remains primarily focused on <br />enhancing capabilities to prevent, protect against, respond <br />to, or recover from CBRNE, agriculture, and cyber <br />terrorism incidents. However, in light of several major <br />new national planning priorities, which address such issues <br />as pandemic influenza and the aftermath of Hurricane <br />Katrina, the allowable scope of SHSP activities include <br />catastrophic events, provided that these activities also build <br />capabilities that relate to terrorism. <br /> <br />Many of the capabilities included within the TeL are dual- <br />use in nature, in that they can apply to both terrorism <br />preparedness as well as other hazards. Activities <br />implemented under SHSP must support terrorism <br />preparedness and build or enhance capabilities that relate to <br />terrorism in order to be considered eligible, even if the <br />capabilities themselves do not focus exclusively on <br />terrorism. For example, mass evacuation planning supports <br />terrorism preparedness but also other types of catastrophic <br />events. Planning for pandemic influenza and linking that <br />effort to a larger bioterrorism preparedness effort offers <br />another example. Grantees must demonstrate the dual-use <br />nature of any activities implemented under this program <br />that are not explicitly focused on terrorism preparedness. <br /> <br />As defined in the Catastrophic Incident Supplement to the <br />NRP, a catastrophic incident is any natural, technical, or <br />manmade incident, including terrorism, that results in <br />extraordinary levels of mass casualties, damage, or <br />destruction severely affecting the population, <br />infrastructure, environment, economy, national morale, <br />and/or government functions.
