<br />FY 2006 HOMELAND SECURITY GRANT PROGRAM DECEMBER 2, 2005 <br /> <br />result in sustained national impacts over a prolonged period of time; almost immediately exceeds <br />resources normally available to State, local, Tribal, and private sector authorities in the impacted <br />area; and significantly interrupts governmental operations and emergency services to such an <br />extent that national security could be threatened. Catastrophic events result in unique challenges <br />regarding such issues as mass care, search and rescue, victim and fatality management and <br />transportation, public health and medical support, and public information, many of which are <br />also critical issues for terrorism preparedness. <br /> <br />Grantees may use SHSP funding to achieve or enhance all of the 37 capabilities, as long as they <br />enhance the capability to prevent, protect against, respond to, or recover from acts of terrorism. <br />Grantees should consult the Catastrophic Incident Supplement to the NRP and the planning <br />assumptions upon which it is centered to understand the scope of catastrophic incidents relative <br />to their own prioritization of capabilities and resource allocations. Grantees should focus their <br />proposed FY 2006 Investments on the National Priorities and their most urgent State/local <br />priorities. <br /> <br />The Goal identifies enhanced regional collaboration as a national priority. States must employ <br />regional approaches to planning and preparedness and are encouraged to adopt regional response <br />structures whenever appropriate to meet the needs identified through assessments and in the <br />Homeland Security Strategies. <br /> <br />B. Program Requirements <br /> <br />Use of SHSP funds must be consistent with and supportive of implementation of the State <br />Homeland Security Strategy. Linkages between specific projects undertaken with SHSP funds <br />and strategic goals and objectives will be highlighted through regular required reporting <br />mechanisms, including the BSIR. <br /> <br />C. Authorized Program Expenditures <br /> <br />This section provides guidance on the types of expenditures that are allowable under the SHSP. <br />Please refer to the checklist in Appendix D for a summary ofauthorized and unauthorized SHSP <br />expenditures. <br /> <br />c.!. Planninl! <br /> <br />FY 2006 SHSP funds may be used for a range of homeland security planning activities, such as: <br /> <br />.
