<br />FY 2006 HOMELAND SECURrTY GRANT PROGRAM - DECEMBER 2,2005 <br /> <br />VII. URBAN AREAS SECURITY INITIATIVE <br /> <br />A. <br /> <br />Program Overview <br /> <br />The FY 2006 VASI program provides financial assistance to <br />address the unique multi-discipline planning, operations, <br />equipment, training, and exercise needs of high-threat, high- <br />density Vrban Areas, and to assist them in building and <br />sustaining capabilities to prevent, protect against, respond to, <br />and recover from threats or acts of terrorism. FY 2006 VASI <br />funding remains primarily focused on enhancing capabilities <br />to prevent, protect against, respond to, or recover from <br />CBRNE, agriculture, and cyber terrorism incidents. <br />However, in light of several major new national planning <br />priorities, which address such issues as pandemic influenza <br />and the aftermath of Hurricane Katrina, the allowable scope <br />of VASI activities including catastrophic events, provided <br />that these activities also build capabilities that relate to <br />terrorism. <br /> <br />Many of the capabilities included within the TCL are dual- <br />use in nature, in that they can apply to both terrorism <br />preparedness as well as other hazards. Activities <br />implemented under VASI must support terrorism <br />preparedness and build or enhance capabilities that relate to <br />terrorism in order to be considered eligible, even if the <br />capabilities themselves do not focus exclusively on terrorism. <br />For example, mass evacuation planning supports terrorism <br />preparedness but also other types of catastrophic events. <br />Planning for pandemic influenza and linking that effort to a <br />larger bioterrorism preparedness effort offers another <br />example. Grantees must demonstrate the dual-use nature of <br />any activities implemented under this program that are not <br />explicitly focused on terrorism preparedness. <br /> <br />As defined in the Catastrophic Incident Supplement to the <br />NRP, a catastrophic incident is any natural, technical, or <br />manmade incident, including terrorism, that results in <br />extraordinary levels of mass casualties, damage, or <br />destruction severely affecting the population, infrastructure, <br />environment, economy, national morale, and/or government <br />functions. A catastrophic event could result in sustained <br />national impacts over a prolonged period of time; almost <br />immediately exceeds resources normally available to State, <br />local, Tribal, and private sector authorities in the impacted <br />area; and significantly interrupts governmental operations <br /> <br />Tan!et Capabilities <br /> <br />.
