Contract Award with P&D Consultants <br />April 2, 2007 <br />Page 2 <br />Staff is recommending an agreement with P&D Consultants due to their <br />technical expertise in environmental analysis for complex projects, as <br />well as for their experience in preparing the City Place mixed-use <br />development EIR 2004-01. P&D Consultants previously prepared the EIR for <br />the City Place project that was entitled in February of 2005. It is <br />anticipated that this contract will continue to build on that successful <br />effort. Presently, P&D Consultants is not under contract with the City <br />or the applicant on any other project. It is recommended that P&D <br />Consultants be awarded the contract to prepare the Environmental Impact <br />Report for the City Place Sky Lofts project. The total amount would be <br />$246,625. <br />Environmental Impact <br />The awarding of a contract for preparation of an environmental impact <br />report is statutorily exempt from CEQA. <br />FISCAL IMPACT <br />The applicant of the project, Transaction Financial Corporation will <br />deposit the full amount with the City of Santa Ana, in a special account <br />for the proposed project for 2006-2007 fiscal year. The total <br />appropriation adjustment will increase the anticipated revenue in the <br />special revenue account for the project (account no. 11-01-5452-115) by <br />$246,625 and increase the Planning and Building Agency expenditure <br />allocation for contractual services by $246,625 (account no. 11-505-6291) <br />for payment to P&D Consultants. <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br />Ja M.
