Initial Meeting. Meet with City staff and Project Team to discuss in detail the types of projects to be <br />reviewed, the azeas that will need to be incorporated into the study, shategies for approaching the analysis, <br />preliminary budget estimates, time frames, and other considerations. This meeting will ensure that all parties <br />understand all aspects of the analysis work before any work begins. <br />2. Research. Collect available data elements such as City GIS files and/or map files, proposed estimated <br />budgets for the improvements, existing pavement management data and reports, available funding sources, <br />and other available data that is pertinent to the project. Confer with City staff to obtain additional available <br />data required and to receive input concerning the process. <br />3. Pavement Management Program evaluation. City staff shall provide copies of, or access to, the City's <br />most recent updated pavement management database from the APWA Micro PAVER system, the most recent <br />approved pavement management report(s), and a detailed breakdown of the unit costs used to prepare the <br />reports. The reports and/or data should include the deferred street maintenance cost, or "backlog" (estimated <br />at $330 million) as per the pavement management system. <br />a. Harris will review the above data, including cost assumptions used in PAVER and the concrete costs, for <br />sidewalks and some streets, to determine if the City's estimated backlog is reasonable. Harris will either <br />confirm the backlog or provide recommendations on revising the backlog based on our experience with <br />pavement management planning. <br />b.
