City of Santa Ana Firm and Personnel Experience <br />Statement of Qualifications for Environmental Consultants and Project Experience <br />To provide the most efficient and cost-effective project approach, MBA outlines a project -specific <br />methodology3 clarified by the initial scope of work. This early clarification results in document <br />objectivity, precise technical analysis, consistent team coordination, quality control, and schedule <br />responsiveness. <br />Expert -Level Technical Analysis <br />MBA's project teams include experts in key environmental fields that provide the technical credibility <br />to successfully produce the necessary technical studies and finalize a comprehensive environmental <br />document. Professional technical analyses are essential to ensure the environmental document is <br />deemed credible, objective, and technically sound in the eyes of the lead agency and the public. <br />Of equal importance to the technical ability of the team members is their previous experience working <br />on complex and controversial projects, which ensures that they are capable of producing the highest <br />quality work product. Key strengths associated with an MBA project team include: <br />• Established working relationships among team members and experience working with our <br />clients <br />• Technical expertise in areas specific to the project <br />• Ability to assign key management and senior staff immediately upon contract award with the <br />intent of meeting the client's schedule requirements <br />Document Coordination <br />MBA's approach to project management incorporates various avenues for integrating the expertise of <br />project team members. At project initiation, available documents pertaining to each project are <br />catalogued, and a memorandum identifying the titles of these documents, as well as a brief <br />description of the document's contents, is distributed to the project team. Requests for documents <br />are coordinated through MBA, thereby eliminating redundant reproduction efforts while allowing team <br />members access to existing information. <br />Accessibility of Staff <br />MBA understands the importance of having the Project Director, Project Manager, and assigned <br />subcontractors available to respond to client questions, devise project -related strategies, and <br />exchange information. To facilitate this objective, the client is given the Project Managers contact <br />information, including telephone and fax number, e-mail address, and cellular telephone number, in <br />addition to the office contact information. The office receptionist is informed daily of the location of <br />project staff and alternative methods of contact if there is a need for immediate client communication. <br />In addition, MBA commits all assigned team members to a project to be available throughout the <br />anticipated project period. <br />Although MBA's office is closed every other Friday, in observance of our 9/80 work week, the Project <br />Manager, Michael Houlihan is normally in the office; if not, he is available by e-mail and cell phone. If <br />deliverables are required on a scheduled day off, MBA requests staff to come into the office to <br />complete the necessary tasks. <br />Team Coordination and Organization <br />MBA assembles project teams that provide a wide range of high -quality technical services combined <br />with timely, cost-effective projects that meet environmental regulations and agency requirements. <br />The selection of team members, both in-house staff and subconsultants, is typically based on four <br />key factors: <br />1. Technical expertise in issue areas of particular concern to the client <br />2. Prior experience with similar projects in similar locations <br />3.
