City of Santa Ana Firm and Personnel Experience <br />Statement of Qualifications for Environmental Consultants and Project Experience <br />to General Plan studies, in addition to managing NEPA/CEQA documents <br />for water -related projects such as conservation and conveyance. His <br />expertise includes management, preparation, and processing of <br />environmental documents, land use compatibility analyses, shade and <br />shadow analyses, traffic/circulation analyses, hydrology and water quality <br />assessments, and assessments of public services and utility purveyors. <br />Thomas F. Holm, A1CP Mr. Holm has twenty-nine years of diverse planning and environmental <br />Project Director experience on a wide variety of environmental, natural resource, and <br />regulatory compliance projects. He is currently a Principal with the MBA <br />Availability: 20% Environmental Services Division. He has broad experience in NEPA and <br />CEQA-related projects throughout Southern and Central California, <br />including large master -planned communities, major public works and <br />infrastructure, transportation corridors, water resources and coastal <br />projects. Examples of his related project experience include serving as <br />PrincipaVProject Director for the award -winning, 5,400-acre'The <br />Preserve" Master Plan and Program EIR in Chino; the Technical Review <br />of the California High Speed Train System Draft EIR/S for the City of <br />Palmdale; the Ontario New Model Colony Subarea 7 Specific Plan EIR; <br />the 15,000-acre Rio Mesa Area Plan and Program EIR, Madera County, <br />CA; various Dairy EIRs in Kern County, CA; the Eastern Transportation <br />Corridor Route Location Study EIR; and Resource Manager for the <br />planning, environmental clearance, and entitlement of the 7,200-acre <br />Aliso Viejo Planned Community in South Orange County, CA. Mr. Holm <br />holds a Masters Degree in Urban and Regional Planning from the <br />University of California. A former Planning Commissioner and <br />Transportation/Traffic Commissioner, he now serves as Legislative <br />Liaison and Board member for the Orange County Chapter of the <br />American Planning Association. <br />Tom Mullen, PE Mr. Mullen has been an environmental and water resource consultant for <br />Assistant Project Manager both private and public sector clients since 1991. His expertise includes <br />Engineering/ Water Quality performing water resource assessments, preparation of feasibility <br />NUNN 8 May 21, 2007 <br />NONE <br />
