Mr. Mullen managed several environmental <br />and water resource assessments and development projects within the <br />U.S, as well as in Latin America, the Middle East, and Africa. He is a <br />registered Professional Engineer in California (No. C70081). <br />Kenneth J. Lord, Ph.D., RPA Since 1981, Dr. Lord's professional experience has included <br />Assistant Project Manager/ environmental consulting, cultural resources management, and <br />Cultural/Bio Resources environmental assessment of major transmission and development <br />projects. In this capacity, he has managed multi -disciplinary teams <br />Availability: 20% preparing EISs and EIRs that have been used by the FERC, US Army <br />Corps of Engineers, and State of California agencies in licensing pipeline <br />projects in California and the western United States. He has been <br />involved in management of the construction/environmental compliance <br />monitoring associated with a variety of development projects. Other <br />experience includes assignments as project manager or deputy project <br />manager for State and federal projects. His experience encompasses <br />the reconnaissance, feasibility, and environmental impact aspects of a <br />variety of project types. He is knowledgeable about California county <br />environmental documentation procedures and regulations, as well as <br />other federal and State environmental laws, regulations, and guidelines. <br />He prepared and supervised the preparation of EIRs, EISs, and <br />Biological Assessments in accordance with NEPA and CEQA rules and <br />regulations. <br />As Manager of MBA's Natural and Cultural Resources departments, Dr. <br />Lord oversees the operations and staff responsible for performing all <br />cultural, historical and paleontological resource studies and fieldwork. He <br />provides quality assurance and control, and performs the more complex <br />and sensitive natural resource planning, cultural studies, and related <br />client services himself. <br />Emilie L. Johnson, AICP, REA Ms. Johnson has over fifteen years of environmental planning <br />Land Use Compatibility/ <br />experience in both the public and private sectors. Ms. Johnson has <br />Hazards and Hazardous <br />extensive experience in CEQA and NEPA document preparation, Phase I <br />Materials <br />Environmental Site Assessments, public hearings and presentations, and <br />governmental coordination. She has broad experience in CEQA- and <br />Availability: 25% <br />NEPA-related projects throughout Southern California, including large <br />master planned communities, transportation facilities, government <br />centers, water resources, and coastal projects. She has extensive <br />experience in long-range planning, resource management studies, waste <br />management studies, and General Plan Element preparation and <br />updates. <br />Kristen M. Garcia <br />Ms. Garcia is experienced in the preparation of environmental <br />Land Use Compatibility/ <br />assessments. She has been involved with the preparation of various <br />AgriculturelMineral <br />EIRs ranging from a large master planned community to highly <br />Resources <br />controversial retail commercial projects. She has also been involved with <br />small-scale residential as well as industrial projects.
