Section 3. General Scope of Services <br />Our general approach is based on the following key guiding principles: <br />■ Jones & Stokes will serve as an extension of the City's staff and will work closely with the City to <br />produce an unbiased, objective evaluation of the potential environmental impacts associated with <br />a given project. The close coordination which naturally occurs as a result of this management <br />philosophy will aid in identifying problems as they arise and then finding answers, thus making <br />for a more efficient and less costly process overall. <br />■ Jones & Stokes proposes to provide a range of environmental consulting assistance to the City <br />that will allow for successful and timely production of all forms of environmental documents <br />that may be required. In order to do this, Jones & Stokes has identified a full range of in-house <br />multi -disciplinary professionals that can be called upon when needed to perform required <br />analyses and to offer counsel on resolution of various technical issues of one kind or another. <br />■ We will prepare legally defensible and easily understandable environmental documents that will <br />enable the City and the public to make informed decisions because they understand the <br />environmental consequences of their decisions. <br />■ Jones & Stokes will identify and resolve potential problems throughout the environmental review <br />process by including expert staff that have up-to-date working knowledge of regulatory standards <br />and related case law and legislation. <br />■ We will advise the City, as appropriate, in the development of feasible mitigation measures to <br />reduce potential environmental impacts to the extent feasible. <br />■ Our project management team recognizes the most important element in controlling quality, <br />budget, and schedule involves good communication among team members and with our clients. <br />Approach for Environmental Impact Analysis (CEQAINEPA) <br />Jones & Stokes will use the same basic technical approach in preparing CEQA/NEPA documents as <br />we have on the thousands of projects over the past 37 years. All EIRs and Negative Declarations <br />will be prepared in accordance with State CEQA Guidelines, as well as all up-to-date CEQA-related <br />legislation and case law. All EISs and EA/PONSIs will be prepared in accordance with the specific <br />federal lead agency NEPA Guidelines. The environmental analysis will focus on the project, as <br />delineated in the project description, preliminary engineering designs, and other information <br />provided by the City. Special studies may be required as part of these projects. We will also support <br />City staff in responding to comments received on any environmental documents prepared utilizing <br />Jones & Stokes' technical studies. Responses to the public agencies and the general public will be <br />prepared and the technical studies will be modified, as appropriate. We will also provide support to <br />City staff during the preparation of findings and address any other issues that may arise. <br />Jones & Stokes understands that our scope of work for environmental review and technical support <br />services for the City of Santa Ana Planning Division will involve some combination of the tasks <br />outlined below.
