WORK STUDY SESSION <br />Following the staff presentation, Council discussion ensued relative to <br />ways to inform neighborhoods of the 13 step process for development <br />of neighborhood traffic plans. Staff was requested to look into the <br />development of an informational commercial that could be aired on <br />cable TV. <br />COMMENTS <br />90.A. PUBLIC COMMENTS <br />Sally Ramirez, representing the Service Employees International Union <br />(SEIU), addressed the Council to clarify the types and number of part time <br />employees represented by the SEIU <br />Glen Stroud raised concern relative to the proposed appointment process <br />for the oversight committee in the event the Rancho Santiago Community <br />college bond measure is passed by the voters on November 5, 2002 <br />90.13. CITY COUNCIL COMMENTS <br />Councilmember Franklin <br />■ Asked that the Council adjourn in memory of Clarence Ranney, who <br />was three years old when his family moved to Santa Ana and started <br />the Excelsior Dairy on 17t' Street, at one time the largest dairy in <br />Orange County. The original dairy was in Prado, in Santa Ana <br />Canyon, and, during the 1939 flood, Mr. Ranney waded through the <br />water to save the lives of his livestock. Councilmember Franklin <br />asked that the obituary notice in the Orange County Register be sent <br />to the City Library History Room. <br />Councilmember Christy <br />• Thanked and complimented the Orange County Transportation <br />Authority (OCTA) for implementing expanded night service within <br />Santa Ana, and noted that this service has been very well received <br />Councilmember Alvarez <br />• Noted that the Council approved modifications to the Workforce <br />Investment Act Five -Year Plan and encouraged staff to get the word <br />out relative to the services the City provides at the Work Center <br />Mayor Pro Tern McGuigan <br />■ Announced that the County of Orange, Registrar of Voters office was <br />holding a series of meetings throughout the County, including one at <br />Southwest Senior Center on October 1, 2002 ,to "test' various <br />CITY COUNCIL MINUTES 347 SEPTEMBER 16, 2002 <br />
