WORK STUDY SESSION <br />• Intersections are ranked based on total points <br />• Using the priority list, the City seeks funding for traffic signal <br />installation <br />• Funding methods include: federal funds, development impact fee <br />(TSIA) and developer installation as a condition of development <br />• A goal of the circulation element of the City's General Plan is to <br />protect local streets from through traffic to preserve neighborhood <br />character by developing and implementing neighborhood traffic <br />management plans <br />• Complaints are received by phone, letter, neighborhood meetings, <br />police department, or Council request <br />• Following a complaint, the Public Works Agency conducts a field <br />investigation, and conducts traffic counts or speed study to verify <br />the problem; the agency then determines the appropriate action <br />required <br />• The most common complaints include: cut through traffic; <br />speeding; parking intrusion; and, traffic congestion <br />• There is a 13-step process for developing neighborhood traffic <br />management plans developed and managed by the Environmental <br />and Transportation Advisory Committee(ETAC) <br />• A neighborhood initiates the process to install traffic calming <br />measures <br />• The process seeks to develop neighborhood driven solutions <br />through consensus building steps <br />• The neighborhood submits a petition to the City with signatures <br />from at least 35% of eligible dwellings <br />• Public Works staff submits petition and plan to ETAC for approval <br />• The neighborhood is balloted regarding the traffic plan; 50% plus1 <br />is needed for approval of trial installation <br />• ETAC reviews ballot results, hears public comments, and makes <br />recommendation to the Council <br />• The Council approves or rejects the plan <br />• The traffic plan is implemented on a six month trial basis <br />• The neighborhood is re -balloted regarding permanent installation <br />of traffic plan; 66% approval is required <br />• ETAC reviews and approves the ballot results and follow-up action <br />• City does not prioritize neighborhood traffic plans <br />• Purpose of signal coordination is to set timing of signals to get <br />greatest number of vehicles to move along the corridor with the <br />fewest stops possible <br />• Signal coordination is based on time of day and directional traffic <br />flow <br />CITY COUNCIL MINUTES 346 SEPTEMBER 16, 2002 <br />
