<br />e <br /> <br />e <br /> <br />proposed project is consistent with the General Plan and <br />therefore, is not in conflict with the population and growth <br />projections established in the AQMP. <br /> <br />(B) Less Than Significant Impact <br /> <br />The proposed project involves the improvement and expansion of a <br />park site. The project would include a 26,500 sq. ft, <br />recreation/community center and other associated park <br />improvements. A minimum amount of stationary-source air <br />pollutant emissions would be associated with the operation of <br />the proposed project. Implementation of the project would not <br />violate any stationary-source air quality standards. <br /> <br />(C) Less Than Significant with Mitigation <br /> <br />The South Coast Air Basin is currently a non-attainment area for <br />carbon monoxide, ozone and particulate matter. Both mobile <br />source emissions and construction operations are primarily <br />sources that generate carbon monoxide, ozone and particulate <br />matter. <br /> <br />The former City yard facility generated a considerable amount of <br />traffic and mobile source emissions. Compared to the city yard <br />facility, the proposed project would generate less traffic and <br />lower amounts of mobile source emissions. Implementation of the <br />proposed project would not result in any significant long-term <br />operational air quality impacts, nor would it significantly <br />result in any cumulative net increase of any pollutants that <br />have non-attainment status. <br /> <br />Short-term air quality impacts would be generated from clearing <br />and earthwork activities and construction equipment associated <br />with implementation of the proposed project. Construction <br />activities associated with the proposed project could <br />potentially contribute to significant short-term air quality <br />impacts. To reduce potential short-term air quality impacts to <br />a level that is considered less than significant, grading plans <br />for the project shall include the following measures to reduce <br />construction-related emissions to the maximum extent feasible in <br />compliance with SCAQMD Rule 403. <br /> <br />Mitigation Measures <br /> <br />During clearing and earthwork activities, the contractor shall <br />control fugitive dust emissions by regular watering, or other <br />dust-preventive measures using the following procedures: <br /> <br />Page 85 <br /> <br />25.H. <br />
